This gave those who had had some experience in war a chance to take command of units of the militia and assume the high sounding titles that go along with military organization. Muster days were marked events in the calendar of the year. The new state had started well under Governor Bond. The first session of the Legislature had been diligent in enacting such laws as their needs seemed to require. Courts had been organized, county officers appointed, and the machinery of civil government was fairly well adjusted. The governor was able to report a healthy financial condition of the state's new treasury department. At the meeting of the second Legislature, which convened in December, 1820, and held over into the year 1821, there were quite a few laws passed and some subjects considered which were taken up at later sessions. Excerpt from The Makers of Illinois, Vol. 2: A Memorial History of the State's Honored Dead Mr. Fuller's service as ad jutant general of the state during the Civil war would alone entitle him to the grateful remembrance of the people of Illinois for years to come and yet his labors were by no means limited to that one public service. While a member of the state legislature in both house and senate he took an active and help ful part in framing the laws enacted during the period and through his efforts and influence various important measures found their way to the statute books of the state. To him may be attributed the law establishing railroad commissions and a board of public charities, both of which laws are now in force. He was also the author of a bill upon the subject of eminent domain. He introduced and supported the revenue law substantially now in force, and the impress of his genius and ability is found on many a page of the Revised Statutes of the State. All of Illinois' many histories pay tribute to the work and worth of General Fuller and it was with regret that his fellow citizens saw him retire from public life in 1872. He was one of the early founders and promoters of the republican party in Illinois and in the never-to-be-forgotten political campaign of 1860 he and Governor Yates canvassed almost the entire state in behalf of the republican party. Theirs was a successful and brilliant campaign, largely pro moting the support given to the political organization which they advocated. Excerpt from History of the Illinois River Valley, Vol. 2: Biographical Mr. Kepler was born in Litchfield, Illinois, March 23, 1872, the only son of Andrew and Frances Kepler, whose family also numbered a daughter, Grace. The parents were early residents of Illinois and the mother died when her son was but six years of age. The father was a harness-maker of Litchfield but for two years prior to his death was an invalid. When only eight years of age Eugene Kepler sold sandwiches and newspapers at the trains in order to get money for the needs of the family. He early learned the value of industry, perseverance and honesty and these qualities dominated his entire business career. When a youth of fourteen he went to Springfield, Illinois, where he pursued a busi ness course, and at the same time he held a position in a shoe store of that city, being employed as a clerk at a weekly wage of fifteen dollars. While thus working he attracted the attention of a Mr. Burns, a shoe dealer of Peoria, Illinois, who offered him employ ment and brought him to this city in 1891. Something of his cap ability and his dependability is shown in the fact that after six months he was made manager of the store.
