Otiginally published in 1975. At the time that Louis Galambos published The Public Image of Big Business in America in 1975, America had matured into a bureaucratic state. The expression of the military-industrial complex and big business grew so pervasive that the postwar United States was defined in large part by its citizens' participation in large-scale organizational structures. Noticing this development, Galambos maintains that the "single most significant phenomenon in modern American history is the emergence of giant, complex organizations." Today, bureaucratic organizations influence the day-to-day lives of most Americans--they gather taxes, regulate businesses, provide services, administer welfare, provide education, and on and on. These organizations are defined by their hierarchical structure in which the power of decision-making is allotted according to abstract rules that create impersonal scenarios. Bureaucracies have developed as a result of technological changes in the second half of the nineteenth century. Based on the premise that these structures had a stronger influence on modern America than any other single phenomenon, this book explores the public's response to the growth of the power and influence of bureaucracy from the years 1880 through 1930. This collection represents a modest attempt to chart a new course for the intellectual discipline known as economic history. (The book is not about productivity growth in the 1990s, lest the title give rise to any confusion.) As a group, these essays suggest new and potentially fruitful areas or approaches for research and at the same time address weaknesses in past efforts. One important audience will be graduate students attempting to decide whether to write a dissertation in economic history, or trying to select or refine dissertation topics in the area, and determine how to approach them. Some of the essays will most certainly be appropriate additions to the or semester courses in economic history that remain a fixture in quarter graduate economics training programs. A second audience should be established scholars who are now or have in the past done research in economic history and are interested in the perspectives of a relatively younger group of scholars. The term "younger" is used here advisedly to describe a group of scholars born between 1943 and 1954. Nevertheless, the authors of these essays can on at least one dimension be distinguished from the pathbreaking new economic his torians who established their academic reputations in the early 1960s. It is well known that Taiwan and South Korea, both former Japanese colonies, achieved rapid growth and industrialization after 1960. The performance of former European and American colonies (Malaysia, Singapore, Burma, Vietnam, Laos, Cambodia, Indonesia, and the Philippines) has been less impressive. Some scholars have attributed the difference to better infrastructure and greater access to education in Japan’s colonies. Anne Booth examines and critiques such arguments in this ambitious comparative study of economic development in East and Southeast Asia from the beginning of the twentieth century until the 1960s. Booth takes an in-depth look at the nature and consequences of colonial policies for a wide range of factors, including the growth of export-oriented agriculture and the development of manufacturing industry. She evaluates the impact of colonial policies on the growth and diversification of the market economy and on the welfare of indigenous populations. Indicators such as educational enrollments, infant mortality rates, and crude death rates are used to compare living standards across East and Southeast Asia in the 1930s. Her analysis of the impact that Japan’s Greater Asian Co-Prosperity Sphere and later invasion and conquest had on the region and the living standards of its people leads to a discussion of the painful and protracted transition to independence following Japan’s defeat. Throughout Booth emphasizes the great variety of economic and social policies pursued by the various colonial governments and the diversity of outcomes. This book analyses the changing context and conditions of production and livelihood amongst Southeast Asia's peasants since the beginning of the nineteenth century. It argues that with demographic growth and the nineteenth century development of great global markets based on small-scale production, the size and economic significance of peasantries throughout the region was magnified. However, such changes brought with them new forces - stronger states, more regular legal systems, a revolution in communications, intensive commercialisation - which themselves worked to undermine the foundations of peasant society and, eventually, to transform peasants into farmers, workers and citizens.

The Hawaiian archipelago was the last major land area on the planet to be settled, with Polynesians making the long voyage just under a millennium ago. Much is written in the popular literature about the current pace of technological change. But do we have enough scientific knowledge about the sources and management of innovation to properly inform policymaking in technology dependent domains such as energy and the environment? While it is agreed that technological change does not 'fall from heaven like autumn leaves,' the theory, data, and models are deficient. The specific mechanisms that govern the rate and direction of inventive activity, the drivers and scope for incremental improvements that occur during technology diffusion, and the spillover effects that cross-fertilize technological innovations remain poorly understood. In a work that will interest serious readers of history, policy, and economics, the editors and their distinguished contributors offer a unique, single volume overview of the theoretical and empirical work on technological change.
