Silicon chip technology; microprocessor technology; information technology; or quite simply new technology. These are some of the names representing the microelectronics revolution depending upon the audience being addressed by speaker or writer. No previous new industrial development has caused such widespread publicity and discussion amongst users and researchers as the new technology. Concern is being expressed about the effects of new technology on employment, job satisfaction, social life, leisure activities and the economics of commerce and industry. The late 70s saw many doom-laden predictions of those effects but by 1983 both management and trade unions were taking a more objective view of the social and economic impacts, and many correspondents now see the new technology as a means of opening up new industries and overcoming the effects of world recessions. The "chip" has involved the factory floor, the office, the supermarket and the home. Electronic funds transfer, electronic shopping, microelectronic domestic appliances, word processors and microprocessor-controlled machinery mean that the new technology has pervaded all aspects of social and economic life, and the developed countries are now coming to accept it as part of society as a whole. Inevitably the flood of literature on the social and economic impacts of new technology has been overwhelming. Unfortunately the quality of information and arguments propagated at conferences, in journal papers and research reports has indicated that there has been little quantifiable evidence available on the effects of these impacts.

Information is not taken seriously. Much is said about the information age, the information economy, the information society, and particularly about information technology, but little about information itself. If these are important, then so is information. But information is not as other goods: it has some peculiar characteristics. It cannot be displayed for sale without giving it away in the process. Sold, it goes to the buyer but still remains with the seller. Buying entails expressing demand in ignorance for buyers who do not know just what it is that they do not know. Such characteristics have long been recognised by economists, but it is not generally economists who have most to say about the importance of information. This privilege is exercised by senior managers, who speak passionately about knowledge-based, learning organizations; by politicians and public servants, anxious to compensate with policy and programme for the information failure of organization and market; and by specialists in telecommunications and information technology, bent on adding value to what they treat as just a commodity. All are particularly enthusiastic about the innovation which springs from information. Information usually requires new information. Finding, acquiring, and mixing this new information with that already in use presents problems, not least because complex information transactions are required rather than simple information transfer. Solutions can be devised, but only by accommodating the characteristics of information. This book contrasts the way innovation is normally regarded in a variety of areas from eighteenth-century agriculture to high technology, from technology transfer to industrial espionage, from corporate strategy to patents and independent inventors with how it appears from what is termed an 'information perspective', that is one that puts information first. The results are intriguing, suggesting that radically different approaches to innovation (and organization) should be considered.

Regional science, as an integrating discipline for many scientific analyses concerning the element of space, has a remarkable record of achievements in both breadth and depth. The great many scientific journals in this field and the large number of regional science books mirror the appeal of this discipline, in both the developed and the developing world. The scientific organization in this area, the Regional Science Association International, is organizing a world conference every four years. The 1989 Regional Science World Conference was held in an interesting setting, viz. kibbutz Ramat Rachel on the outskirts of Jerusalem. The organization of this meeting was undertaken by the Israeli Section of the Regional Science Association, under the supervision of Professor Rafi Bar-EI (Development Study Center, Rehovoth). The meeting turned out to be a great success and provided an extremely interesting cross-section of new developments in the area of regional science. It was decided afterward to publish a set of representative papers from this meeting in one volume. The present book brings together these papers, which were duly selected after a careful screening and refereeing process. The editors wish to thank all referees for their willingness to assist them in the task of producing this volume. Many thanks also go to Rita Hittema for her skillful copy-editing and word processing of the manuscript.
