Called on Mr. [Stephen?] Higginson about a bill, but he declined accepting it. Received a letter from Colonel Tyler on his tour of Knox's Maine lands. Says he will write you again respecting the conduct of some persons on the patent and the manner they are waisting [sic] and distroying [sic] your property. Wants to pay Tyler [Dollar sign]2 per day for his 52 days of work. Heard that Congress is bringing forward a new militia law. Wants Knox to keep him in mind for any appointments. Declares I am desirous of being in a permanent & respectable situation of fifteen hundred or a thousand dollars a year. Believes the federal government must divide the militia up into 4 grand divisions and appoint a Major General and a Deputy Adjutant General (with the rank of Brigadier General) to each. Also wants an A.D. General to reside at the seat of government. Wants the great officers appointed by the president and paid by the federal government, but the subordinate officers to be appointed and paid by the states. Says some such plan as this will give a respectable and efficient Militia - the present is only a rope of sand.

It was decided that it will be referred to the next session of the legislature. At that time people will need to appear to show cause why the said Tax's should not be equally paid by the several proprietors in proportion to the lands held by them, and not by the present Heirs of the late Brigr: Waldo. Has drawn on Knox for [Dollar sign]475 to pay [Dollar sign]300 to the bank and [Dollar sign]175 for Knox's note to Isaac Winslow. Reminds Knox to send final plans for the house in Maine.

States no time is to be lost if Bingham is to buy the tract mentioned in his letter of 10 February. Believes there are people who know of their situation and want to speculate on it. State he is happy that Knox bought out the Winslow's interest in the Waldo patent. Says I please myself the moment the Indian War is at an end, that your whole exertion will be to that point [dealing with the patent], in order to make a lasting and sure establishment for your family. Notes he would like to spend the next ten years of his life in the Eastern lands promoting their settlement. Goes on to say that he would have no objection to going to Europe to promote the lands either. Says it would be enjoyable for him to go to Europe as he could see his sister, whom I have not seen for near twenty years. Hopes he has compromised with Madame de Leval.
