Dear All, As the leader of the Intelligence Community - which includes the Secret Intelligence Service (MI6), the Central Intelligence Agency (CIA), the German Intelligence Community, the directeur général de la sécurité extérieure (DGSI ) the Russian Foreign Intelligence Service (SVR), the Federal Security Service (FSB), the Federal Protective Service (FSO), the GRU - as well as NATO and the Russian Armed Forces - we can safely say that Peace will be restored between Russia and Ukraine once Vladimir Putin is ousted, and a governmental change in Russia has been implemented. The death and killing of officers, soldiers, civilians, journalists, reporters and innocent children - in both Ukraine and Russia - is so unnecessary and must be stopped. Hence the Russian invasion of Ukraine must end, and Diplomacy and Dialogue must be restored. To achieve that, it is imperative that Vladimir Putin is graciously removed from office - so that Peace and Harmony can be restored between Ukraine and Russia - and the Russian people can be part of the International Community again. An Amnesty should be offered to key people in the Putin regime - to encourage those individuals to do the right thing, and end the war that has cost countless of lives - so that International Law and the Universal Declaration of Human Rights can be restored in the International Community. We are also advocating the founding of a world organization that is above all other governments - even above the US, China, the UK, Russia and the EU - so that Peace and Prosperity can be manifested in the world. So until an organization like that is formed in the International Community - it will be the NGO BTB-Global Peacebuilding which will handle matters - such as bringing Russia and the US into an International Peacebuilding Alliance. Also, the status quo concerning NATO has to change. This means that NATO will have to make room for a new military international alliance sooner or later - that encompasses Russia, the EU, China, Germany and the US - if circumstances allow. However, it's imperative that Peace and Harmony is first restored between Russia and Ukraine. Only then measures can be taken to improve NATO and implement steps to include Russia in an International Peacebuilding Alliance. The war in Syria, now in its eighth year, continues to take its toll on the Syrian people. More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward. Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors—including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas—play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options. The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available—and the most effective ways in which the toolkit can be adapted—to maximize the well-being of refugees, host countries, and the people in Syria.
