The elemental power of food politics has not been fully appraised. Food marketing and consumption were matters of politics as much as economics as England became a market society. In times of dearth, concatenations of food riots, repression, and relief created a maturing politics of provisions. Over three centuries, some eight hundred riots crackled in waves across England. Crowds seized wagons, attacked mills and granaries, and lowered prices in marketplaces or farmyards. Sometimes rioters parleyed with magistrates. More often both acted out a well-rehearsed political minuet that evolved from Tudor risings and state policies down to a complex culmination during the Napoleonic Wars. 'Provision politics' thus comprised both customary negotiations over scarcity and hunger, and 'negotiations' of the social vessel through the turbulence of dearth. Occasionally troops killed rioters, or judges condemned them to the gallows, but increasingly riots prompted wealthy citizens to procure relief supplies. In short, food riots worked: in a sense they were a first draft of the welfare state. This pioneering analysis connects a generation of social protest studies spawned by E.P. Thompson's essay on the 'moral economy' with new work on economic history and state formation. The dynamics of provision politics that emerged during England's social, economic and political transformations should furnish fruitful models for analyses of 'total war' and famine as well as broader transitions elsewhere in world history.

Aspirations for wholesale reformation were replaced by more specific schemes for improvement. Paul Slack's analysis of this decisive shift of focus, derived from his 1995 Ford Lectures, examines its intellectual and political roots. He describes the policies and rhetoric of the commonwealthsmen, godly magistrates, Stuart monarchs, Interregnum projectors, and early Hanoverian philanthropists, and the institutions — notably hospitals and workhouses - which they created or reformed. In a series of thematic chapters, each linked to a chronological period, he brings together what might seem to have been disparate notions and activities, and shows that they expressed a sequence of coherent approaches towards public welfare. The Buildings of the Malting Industry is a fascinating book on the buildings that have helped make our much loved beer over the centuries. Malt is one of the main ingredients of beer, yet the buildings in which it was and is now produced have received very little attention, although most towns and many villages had their own malthouse and kiln. This is the first book to address the paucity of detail on maltings which historically were to be found in all English counties. Today evidence for a malthouse may just be a name on a building or street. However, where they survive the pyramidal roofs clearly demonstrate the presence of a malthouse as do other less recognisable features. This book gives details of early malt kilns and shows how they changed over the centuries. Early buildings were essentially vernacular ones but by the mid-19th century some firms were using specialist architects. Then in the 20th century there was more engineering input to new maltings, in particular with the development of the pneumatic process. This once widespread industry is now mainly confined to the eastern side of the country. Elsewhere surviving maltings have been converted to other uses and examples of these are given. There are illustrations of the exteriors and interiors of malthouses and kilns which show some of the developments and how some buildings have been reused.

The 19th century historic landscape of Devon developed from earlier patterns of landholdings and settlement that are, today, not always easily discernible on the ground. The study of Tithe Survey landholdings, field-names, and associated documentary evidence, together with the physical evidence of change and development through field and settlement pattern can be used to elucidate the relationship between field and settlement morphologies and patterns of 19th-century landholding. The combined evidence for three case-study areas – the Blackdown Hills, Hartland Moors, and the South Hams – is examined in detail though the creation, manipulation, and querying of a Geographical Information Systems (GIS) database. Key issues addressed include: how far back patterns of 19th century landholding can be traced, or projected, back into the medieval period; the occurrence and extent of open field farming in Devon; and the spread of nucleated and dispersed settlements. Looking beyond the physical aspects of landscapes, the idea of landscape pays and the identification of regional differences in the study of the historic landscape are investigating revealing how closely entwined are the physical and social landscapes of this historic county.
