Training is an organized procedure which brings about a semi- permanent change in behavior, for a definite purpose. The three main areas involved are skills, knowledge and attitudes but always with a definite purpose in mind. It differs from education in many ways, for all practical purpose training is aimed at specific, job-based objectives rather than the broader society-based aims of education. Historically trainees were expected to learn their jobs by ’exposure by picking up what they could from experienced fellow employees. There were not termed trainees since they were not systemafically trained, but they enjoyed such titles as helpers, apprentices in industrial circles. But this method of learning was haphazard, learning time was lengthy, motivational needs often neglected with the possibility of many incorrect procedures being passed on. There was also a certain fear from experienced members of the workforce that passing on their skills would ultimately lead to their own exit. Planned economy and economic growth in the country has given emphasis to the need for a more systemaGc means of training for job skills. Thus was born a more analytical approach of training. it is important that due attenfion is paid to training right from the time when one first starts doing a job. If not, as it is the unfortunate experience of many, it is attempts at learning games and sports, it will be extremely difficult if not almost impossible to unlearn what has once been learnt wrong no one’s own during the initial stages

SIGIR's lessons learned capping report characterizes this effort in four phases (pre-war to ORHA, CPA, post-CPA/Negroponte era, and Khalilzad, Crocker, and the Surge). Over the past five years, the United States has provided nearly fifty billion dollars for the relief and reconstruction of Iraq. This unprecedented rebuilding program, implemented after the March 2003 invasion, was developed to restore Iraq's essential services, build Iraq's security forces, create a market-based economy, and establish a democratic government--all in pursuit of U.S. interests in a stable and free Iraq. Did the U.S. rebuilding program achieve its objectives? Was the money provided well-spent or wasted? What lessons have we learned from the experience?
