The nature of sweating and the origins of low pay legislation are of fundamental social, economic and moral importance. Although difficult to define, sweating, according to a select committee established to investigate the issue, was characterised by long hours, poor working conditions and above all by low pay. By the beginning of the twentieth century the government estimated that up to a third of the British workforce could be classed as sweated labour, and for the first time in a century began to think about introducing legislation to address the problem. Whilst historians have written much on unemployment, poverty relief and other such related social and industrial issues, relatively little work has been done on the causes, extent and character of sweated labour. That work which has been done has tended to focus on the tailoring trades in London and Leeds, and fails to give a broad overview of the phenomenon and how it developed and changed over time. In contrast, this volume adopts a broad national and long-run approach, providing a more holistic understanding of the subject. Rejecting the argument that sweating was merely a London or gender related problem, it paints a picture of a widespread and constantly shifting pattern of sweated labour across the country, that was to eventually persuade the government to introduce legislation in the form of the 1909 Trades Board Act. It was this act, intended to combat sweated labour, which was to form the cornerstone of low pay legislation, and the barrier to the introduction of a minimum wage, for the next 90 years.

Like the figure of the governess, the seamstress occupied a unique place in the history of the nineteenth century, appearing frequently in debates about women's work and education, and the condition of the working classes generally in the rapidly changing capitalist marketplace. Like the governess, the figure of the needlewoman is ubiquitous in art, fiction and journalism in the nineteenth century. The fifteen articles in this book address the seamstress's appearance as a 'real' figure in the changing economies of nineteenth-century Britain, America, and France, and as an important cultural icon in the art and literature of the period. They treat the many different types of needlewomen in the nineteenth century-from skilled milliners and dressmakers, some of whom owned their own businesses selling merchandise to other women (forming a unique 'female economy') to women who, through reduced circumstances, were forced into the lowest end of paid needlework, sewing clothing at home for starvation wages-like the impoverished shirt-maker in the famous Victorian poem by Thomas Hood, 'The Song of the Shirt.' Ever since there have been factories women and children have, more often than not, worked in those factories. What is perhaps less well known is that women also worked underground in coal mines and overground scaling the inside of chimneys. Young children were also put to work in factories and coalmines; they were deployed inside chimneys, often half-starved so that they could shin up ever narrower flues. This book charts the unhappy but aspirational story of women and children at work through the Industrial Revolution to the beginning of the 20th century. Without women there would have been no pre-industrial cottage industries, without women the Industrial Revolution would not have been nearly as industrial and nowhere near as revolutionary. Many women, and children, were obliged to take up work in the mills and factories – long hours, dangerous, often toxic conditions, monotony, bullying, abuse and miserly pay were the usual hallmarks of a day’s work - before they headed homeward to their other job: keeping home and family together. This long overdue and much needed book also covers the social reformers, the role of feminism and activism and the various Factory Acts and trade unionism. We examine how women and children suffered chronic occupational diseases and disabling industrial injuries - life changing and life shortening – and often a one way ticket to the workhouse. The book concludes with a survey of the art, literature and the music which formed the soundtrack for the factory girl and the climbing boys.
