Physical and chemical conditions at Miller Sands Island complex seem to control plant growth and ecosystem development. While no chemical factors have been identified that appear to retard plant growth, at several locations (particularly on the older upland portion of the existing island) fertility is marginal. In the intertidal and aquatic areas, chemical factors do not appear to limit growth, either through deficiency or retardation. Instead it appears that physical factors, specifically wave action on the sand substrate, prevent establishment of plants around much of the island, particularly on the newer beaches. The combination of marginal fertility on the older island and severe sediment turnover on the newer island gives Miller Sands an aspect that is bleak by Oregon coastal standards. Once rooted plants are established at Miller Sands, trapping of silt follows with concomitant increases in fertility factors and development of a more diverse and active community begins. This in turn stimulates plant development and further stabilizes the system through an increased capacity for absorption of wave energy without sediment stirring. The lush areas of marshy development around the south and east portions of the island appear to have become resistant to the normal abuse of the wind waves and ship wakes.

Miller Sands, an island-lagoon complex located in the Columbia River Estuary at River Kilometre 39 (River Mile 24) was one of five research projects where the feasibility of using dredged material for beneficial habitat development was studied. The study was conducted during predisposal, disposal, and postdisposal phases from March 1975 to July 1977. The National Marine Fisheries Service was part of a five-agency team charged with the investigation of various physical, chemical, and biological parameters during the marsh development program. The National Marine Fisheries Service research findings describe changes in sediments, macroinvertebrates, various water quality parameters, zooplankton, nekton, and nekton food utilization. Water flow conditions in the Columbia River were high in 1975, average in 1976, and were exceedingly low during the winter of 1976 and the spring-summer of 1977. Water quality parameters that were manifested as a result of these changes in flow probably overpowered subtle changes that could have developed as a result of the habitat improvement project at Miller Sands. Water quality parameters monitored were water temperature, pH, salinity, dissolved oxygen, turbidity, ammonia, total alkalinity, and nitrogen gas.

A study of existing conditions of terrestrial ecology at Miller Sands Island showed that the vegetation on the main island consists of open grassland areas and wooded areas. That the grassland contains scattered trees and shrubs indicates that succession from open grassland to wooded areas is occurring on the island. Sixty-five different species of birds were observed. Changes in numbers and species are attributed to the emigration of waterfowl and shorebirds. During spring and fall migrations the island and environs provide resting and habitat. While birds have apparently colonized the island, mammals, amphibians, and reptiles have not. No amphibians or reptiles were observed during a search of suitable habitats. Since only a few small mammals were captured, numbers on the island are believed to be limited, with the exception of nutria. Nutria, which have relatively high water mobility, were observed during each sampling period and maintain trails in all habitat on the island. (Author).

Miller Sands, an island complex in the lower Columbia River, is largely derived from dredged material. Three distinct habitat types are recognized: a large vegetated upland island formed prior to 1940; an elongate barren sand spit formed primarily since 1970; and a cove protected by the island and the spit. In July of 1975, a pilot study was conducted under contract with the Waterways Experiment Station (WES), in which a total of ten plots were planted with transplants of five species of vascular plants endemic to the area. The primary purpose of this pilot study was to identify the best plant materials for use in larger scale experiments in 1976. Five experimental sites were selected in 1976 by WES to study the propagation of selected plant species: upland plantings consisting of monotypic plots and meadows, sand spit plantings, and intertidal plantings consisting of monotypic plots and a species mixture. The upland experimental sites were located on the older, vegetated island. The upland plantings consisted of various experimental treatments with a total of nine seeded grass and legume species. As a result of efforts at the Miller Sands site, much information has been generated regarding the feasibility of planting various intertidal and upland species. Such information should be useful in future endeavors to establish marsh habitat, and should be valuable in reducing costs of similar propagation efforts.
