This book presents the untold stories of Gypsy and Traveller girls living in Scotland. Drawing on accounts of the girls’ lives and offering space for their voices to be heard, the author addresses contemporary and traditional stereotypes and racialised misconceptions of Gypsies and Travellers. The primacy of education in development agendas is unquestioned. With the gradual acknowledgement of the potential benefits that migration can hold for development, the relationship between migration and education is a growing area of research. Migration, Education and Socio-Economic Mobility explores how the decisions people make in terms of both their migration choices and educational investments, mediated as they are by gender, class, caste and nationality, can potentially contribute to earning incomes, building social and symbolic capital, or reshaping gender relations, all elements contributing to the process of economic and social mobility. Much of the existing literature examining the links between migration and education focuses either on the investment of migrant remittances in the education of their children back home or on ‘brain drain’ that refers to the migration of skilled workers from the developing to the developed world. Most of these discussions are firmly rooted in materialist arguments and while undeniably important, tend to underplay the social processes through which migration and education interact to shape people’s lives, identities and status in society. Along with economic security, people also aspire to social mobility and status enhancement. Educational Binds of Poverty tackles the assumptions made by many recent social and educational policy initiatives suggesting that the best way to improve educational prospects of children in poverty is through an increased emphasis upon a culture of control, discipline, regulation and accountability. In this book, Ceri Brown presents these assumptions against a review of the research literature and an original ethnographic longitudinal study into the lives of children in poverty, in order to highlight the gap between policy discourses and the lived experiences of children themselves. Through the theoretical concept of a set of ‘binds’ against educational success, the book explores four key areas that children in poverty have to navigate if they are to be successful in school. These are: material deprivation the cultural contexts of school, home and the community friendship and social capital the effects of student mobility through atypical school changes. In seeking to characterise and explain what life is like for young school children, this book questions why policy makers have a radically different frame of reference in purporting to understand how their policies will change the behaviour of those living in poverty. This leads onto a consideration of what lessons may be learned in order to contribute towards a more appropriate policy agenda that attends to the multiple binds that children in poverty have to negotiate.

Over the last twenty-five years there has been an unprecedented expansion of opportunity for Traveller and Gypsy children to attend school. Educational outreach services have developed in parallel with an increased willingness on the part of parents to put their children into school. Cathy Kiddle has studied the effects of this expansion on the lives of the children. Having worked with Travellers and schools for over twenty years, she is well placed to consider the interactions between children, parents and schools. She examines particularly the parent/teacher relationship and the effect this has on the education of the children. The book looks at education in the context of several distinct travelling groups including Circus, Fairground and New Travellers. While recognising the importance of literacy for their children, many Gypsy Travellers fear that schooling will contribute to the disintegration of their culture, strongly based as it is on family education and supportive kinship networks. Teachers, on the other hand, may have stereotyped ideas of who Gypsies are, and may have their own expectations and demands of children in school. Cathy Kiddle examines the ways in which minority groups are forced to adapt to the changing society around them. She argues that education is important for Traveller children in that it enables them to develop into independent learners and, through this, independent people, able to speak for themselves, make considered choices and act as agents in their own lives. Essentially, her study is optimistic: if parents and teachers are prepared to understand and co-operate with each other, education will help to destroy the marginalisation of Traveller cultures, not the cultures themselves. The children will be able to give their communities a voice for themselves.
