The effects of the COVID-19 pandemic on food and agriculture have been felt all over the world. As the pandemic unfolded, considerable attention began to be paid to the resilience of agricultural supply chains to COVID-19-related shocks, as well as to natural and human-induced shocks more generally. These "Guidelines to increase the resilience of agricultural supply chains" are intended for policymakers and other stakeholders who need a broad grasp of the concepts, issues and possible approaches involved. Efforts to strengthen resilience to risks need to be based on a thorough analysis of the exposure and vulnerability of supply chains to them, and on a cost–benefit assessment of damages versus interventions. In addition, not all decisions can be based on commercial and economic considerations, as political priorities will also play a role. Governments may take the lead in setting policy priorities based on assessments of risk and resilience capacities, but it is actors throughout the supply chain who are directly affected and who need to consider business strategies and interventions to be able to adapt and transform for the future. Governments play an essential role by supporting the efforts of supply chain businesses and by building general resilience through establishing an appropriate policy and institutional environment, and through the investments they make in physical infrastructure, in putting social protection in place, and in facilitating and promoting collaboration and cooperation. Enhancing general resilience against future risks is important as new risks emerge, and the frequency and intensity of known risks grow with climate change and increasing pressure on natural resources.

This study provides a quantitative assessment of the Indian dairy sector and aims to determine the underlying factors of the observed price movements. We analyse producer prices over time, differentiated by milk-producing ‘zones,’ and identify the underlying factors that might explain the observed discontinuities or interruptions in producer prices. The findings show no statistically significant change in wholesale milk prices immediately after the sudden lockdown was imposed in the five milk zones. However, retail prices increased in the East zone, while dairy product sales plummeted in all milk production zones. The study found disruption in milk marketing channels, logistics and transportation in the East milk zone, where the cooperative institutional structure is less widespread and active than in other zones. The East zone also has a thinly spread dairy infrastructure such as cold chains, exposing producers to market vagaries. The analysis confirms that the decision of the dairy cooperatives to continue to pay milk producers even when sales plummeted played a critical role in strengthening the resilience of India’s dairy sector during the COVID-19 pandemic. The findings show that building strong institutional infrastructure such as dairy cooperatives is necessary but insufficient for sustaining market resilience. Dairy processors need resources for assuming higher risks while relaxing certain regulations such as labour movements and enhancing access to essential inputs for maintaining production. It is crucial to provide government assistance for those who fail to use market channels for reasons beyond their control.

Cotton plays an important role in the economy of Burkina Faso, accounting for about 4 percent of GDP and 14 percent of export earnings. The COVID 19 pandemic had a strong impact on international cotton supply chains, with confinement measures affecting sales of textiles and apparel as well as international logistics, which in turn affected cotton markets and disturbed trade and international prices. In addition, national cotton supply chains are vulnerable to other shocks and stresses such as droughts, pests, storms, and irregular weather patterns resulting from climate change. This study aimed to identify major bottlenecks, risks and stresses affecting the cotton supply chain in Burkina Faso, with the purpose of deriving lessons to strengthen its resilience capacity and development, and with it, to improve the situation of the millions of livelihoods dependent on the cotton supply chain. The findings show that disruption in global cotton markets led to lower domestic cotton purchase prices in Burkina Faso, but that the overall impact on cotton domestic markets was limited. Nonetheless, poverty and food security was negatively affected. Key constraints include low incomes, natural capital, availability and costs of irrigation systems and tractors, and the availability of financial options. The low level of domestic processing of cotton fibre is also considered an important bottleneck. The key risks to the cotton supply chain in Burkina Faso are identified as climate change, pests and insecurity. Furthermore, governance issues negatively impacts on farmer’s motivation, farming skills, extension services and the availability of financing options.

We leverage the multi-stressor nature of the COVID-19 generalized disruption as an opportunity to test the out-of-sample forecasting accuracy of both theory-based and data-driven vulnerability prediction models for the ex ante targeting of preventive interventions. [Author] Taking advantage of the World Bank multitopic surveys for Ethiopia and Nigeria, the two most populous African countries, our retrospective evaluation assesses the models’ ability to anticipate households and agrifood system actors experiencing food insecurity and income losses during the COVID-19 pandemic. [Author] The results are disappointing: we document that, despite considerable heterogeneity across data and methods, both models do not achieve satisfactory out-of-sample forecasting performances. The current international scenario with the war in Ukraine will have potential impacts on agri-food systems across the world. This scenario will change the balance of power among actors in the agri-food sector. High margins of uncertainty are common across supply chains in the face of uncontrolled increases in raw material prices and an uncertain guarantee of supply. This uncertainty is compounded by rising energy prices, putting the entire agrifood supply chain, which is highly energy-intensive, in crisis. In addition, the current war scenario could impact the demand for agricultural and food products by changing consumers' purchasing habits. Increasing the resilience of agri-food systems may need to become a priority for many national economic systems. In this scenario, the routes to achieve resilient agrifood systems are numerous and include reducing agriculture's dependence on energy, energy-intensive imports and raw material imports. Resilience also requires diversified import sources and market outlets through sound multilateral and bilateral trade policy.
