Cette thèse s’intéresse à la place de l’objectif d’égalité entre hommes et femmes dans la mise en œuvre des politiques de l’emploi, à travers une étude comparative portant sur la Seine-Saint-Denis et Berlin. Axée dans une perspective institutionnaliste centrée sur les acteurs, elle prend appui sur l’analyse de la littérature grise du secteur de l’emploi, ainsi que sur la réalisation de 124 entretiens semi-directifs auprès d’intermédiaires de l'emploi, et identifie les modes d’opérationnalisation de l’objectif d’égalité et les freins à sa prise en compte dans la mise en œuvre des politiques d’emploi en direction des chômeurs de longue durée. Dans la lignée de la politique communautaire de gender mainstreaming et de son application au domaine de l’emploi a été mise en place une stratégie de sensibilisation à l’égalité destinée aux intermédiaires de l'emploi, à Berlin et en Seine-Saint-Denis. L’objectif d’égalité se décline aussi par des actions ciblées sur des demandeuses d’emploi rencontrant des difficultés spécifiques d’accès à l’emploi, pouvant aussi induire une position infériorisée sur le marché du travail. En dépit de ces initiatives, l’égalité reste un objectif peu légitime et peu opérationnalisé. Différents types de contraintes contribuent à expliquer ceci. D’une part, les intermédiaires de l'emploi ont peu connaissance des inégalités hommes-femmes dans l’emploi, la notion d’égalité reste relativement indéfinie pour eux. D’autre part, une série de contraintes institutionnelles propres au secteur de l’emploi, notamment la centralité de l’objectif de retour rapide sur le marché du travail, rendent difficile l’intégration d’une stratégie de promotion de l’égalité.
