Stumpf details the development of one of many possible solutions for ballistic missile defense commonly known as hit-to-kill. Hit-to-kill is a nonnuclear technique using kinetic energy, rather than explosives, to destroy reentry vehicles carrying chemical, biological, or nuclear warheads.
