P100 users span the entire spectrum of building professional disciplines, and the P100 informs and regulates decisions made throughout a project's life.This edition of the P100 updates the document's substantial transformation from a prescriptive standard to one that contains both performance-based and prescriptive requirements. A large portion of the standard specifies levels of performance, which allows a design team and GSA's other professional partners to identify and implement the best strategies to meet those goals.Four levels of performance are defined throughout the P100 in matrices, in which "baseline" performance (plus all prescriptive requirements) is the lowest permissible level, and it is generally commensurate with the standards of the P100 published in 2010. In 1986, the FFC requested that the NRC appoint a committee to examine the field and propose ways by which the POE process could be improved to better serve public and private sector organizations. The resulting report, Post-Occupancy Evaluation Practices in the Building Process: Opportunities for Improvement, proposed a broader view of POEs-from being simply the end phase of a building project to being an integral part of the entire building process. The authoring committee recommended a series of actions related to policy, procedures, and innovative technologies and techniques to achieve that broader view. In 2000, the FFC funded a second study to look at the state of the practice of POEs and lessons-learned programs among federal agencies and in private, public, and academic organizations both here and abroad. The sponsor agencies specifically wanted to determine whether and how information gathered during POE processes could be used to help inform decisions made in the programming, budgeting, design, construction, and operation phases of facility acquisition in a useful and timely way. To complete this study, the FFC commissioned a set of papers by recognized experts in this field, conducted a survey of selected federal agencies with POE programs, and held a forum at the National Academy of Sciences on March 13, 2001, to address these issues. This report is the result of those efforts.

The GSA Federal Child Care Center Design Guide contains criteria for planning and designing child care centers in GSA-owned or controlled spaces. It is intended for use in developing future centers and expanding or renovating existing ones. Furthermore, it aims not only to specify design criteria but also to explain the rationale for the criteria in order to enhance professional judgment. The criteria contained in the Guide establish the baseline levels of features and finishes to be provided in all GSA centers. The Guide also identifies desired or allowable design features. The objective of the Guide is to promote centers that are child-oriented, developmentally appropriate, beautiful, environmentally sensitive, health promoting and functional. The designer needs to be aware that a child may be in a center up to 12,500 hours if he or she starts as an infant and continues until entering school. Because children spend such long hours at the center, the design of their spaces is especially critical. The design effort must allow for, and be sensitive to, the differences in space attributes for children and those for adults as well as the differences in space usage by the children in different age groups. Information about the characteristics and activities of the children is included to provide rationale for aspects of design. The requirements and recommendations set forth in the Guide are aimed at establishing optimal design; though, specific maximum or minimum requirements are stated when appropriate. (a) Design and construction. (1) Each facility or part of a facility constructed by, on behalf of, or for the use of a public entity shall be designed and constructed in such manner that the facility or part of the facility is readily accessible to and usable by individuals with disabilities, if the construction was commenced after January 26, 1992. (2) Exception for structural impracticability. (i) Full compliance with the requirements of this section is not required where a public entity can demonstrate that it is structurally impracticable to meet the requirements. Full compliance will be considered structurally impracticable only in those rare circumstances when the unique characteristics of terrain prevent the incorporation of accessibility features. (ii) If full compliance with this section would be structurally impracticable, compliance with this section is required to the extent that it is not structurally impracticable. In that case, any portion of the facility that can be made accessible shall be made accessible to the extent that it is not structurally impracticable. (iii) If providing accessibility in conformance with this section to individuals with certain disabilities (e.g., those who use wheelchairs) would be structurally impracticable, accessibility shall nonetheless be ensured to persons with other types of disabilities, (e.g., those who use crutches or who have sight, hearing, or mental impairments) in accordance with this section.
