This book deals with the challenges for efficient groundwater management, with a focus on South Asia and India, providing a balanced presentation of theory and field practice using a multidisciplinary approach. Groundwater of South Asia is increasingly confronted with overuse and deteriorating quality and therefore requires urgent attention. Management of the stressed groundwater systems is an extremely complex proposition because of the intricate hydrogeological set-up of the region. Strategies for sustainable management must involve a combination of supply-side and demand-side measures depending on the regional setting and socio-economic situations. Irrigation is increasingly being called upon to help stabilize and grow food and water security in the face of multiple crises; these crises include climate change, but also recent global food and energy price crises, including the 2007/08 food and energy price crises, and the more recent crises triggered by the COVID 19 pandemic and the war on Ukraine. While irrigation development used to focus on public, large-scale, surface- and reservoir-fed systems, over the last several decades, private small-scale investments in groundwater irrigation have grown in importance and are expected to see rapid future growth, particularly in connection with solar-powered pumping systems. But is irrigation ‘fit-for-purpose’ to support population growth, economic development, and multiple food, energy and climate crises? This paper reviews how fit-for-purpose irrigation is with a focus on economies of scale of surface and groundwater systems, and a particular examination of systems in Sub-Saharan Africa where the need for expansion is largest. The review finds challenges for both larger surface and smaller groundwater systems in the face of growing demand for irrigated agriculture and dwindling and less reliable water supplies. To support resilience of the sector, we propose both a holistic design and management improvement agenda for larger surface systems, and a series of suggestions to improve sustainability concerns of groundwater systems

This comprehensive volume explores the interface between politics and policy making in the water management sector of India. The authors discuss the nature of the political discourse on water management in India, and what characterizes this discourse. They also explore how this discourse has influenced the process of framing water related policies in India, particularly through the ‘academics-bureaucrat-politician’ nexus and the growing influence of the civil society groups on policy makers, which are the defining feature of this process, and which have produced certain policy outcomes that are not supported by sufficient scientific evidence. The book reveals that the social and management sciences, despite being increasingly relevant in contemporary water management, are unable to impress upon traditional, engineer-dominated water administration to seek solutions to complex water problems owing to a lack of interdisciplinary perspective in their research. The authors also examine the current deadlock in undertaking sectoral reforms due to existing water policies not being honoured. This collection includes several research studies which suggest legal, institutional policy alternatives for addressing the problems in areas such as irrigation, rural and urban water supply, flood control and adaptation to climate variability and change. It was originally published as a special issue of the International Journal of Water Resources Development.
