The volume comprehends the competition between civilian actors and military and security actors to impose control over the political regimes in transition and how this is related to the issue of good governance and democratization. The Egyptian and Turkish cases are viably comparable in terms of the status of civil-security relations and level of civilian control, specifically considering the different outcomes of the latest military putsches in both country (2013 in Egypt and 2016 in Turkey), and the extended experiences of both countries with a strong military influence and presence in politics. The concept of “governance” is a key issue for public sector work at all levels. In today’s environment of globalization and the growing significance of communication and participatory managing methods, public service provisions and dialogue with citizens have to be developed. Since World War II many colonized African countries attained self-rule. Some of these new nation-states, mostly in sub-Saharan Africa, gained their independence through liberation wars. These newly independent states inherited unprofessional militaries that often aligned themselves with a particular former liberation movement that evolved into a political party. This phenomenon has led to problematic civil-military relations that have contributed to political instability in a particular country and region. Sub-Saharan Africa has experienced some of the most disruptive of this political turmoil; military coups and intra-state conflicts have caused failed states in this troubled region. This SRP discusses the historical background of the problems in the region. It recommends using the principles of stabilization and state-building to enable these struggling states to build good governance. This analysis focuses on the importance of civil-military relations as part of state-building the world over. This SRP concludes with recommendations on how developed nations and international organizations can assist new developing states in establishing positive civil-military relations and reforming their security policies in order to avoid future conflicts.

When local institutions and government structures have not been able to prevent the escalation of conflicts, external actors have intervened to restore law and order and to stabilise the situation. The international community has pursued an increasingly interventionist agenda with the legitimation of intervention by external actors with a view to developing and strengthening local governance. The recognition of the importance of this global-local interplay has been accompanied by a greater awareness of the interdependence and interconnectedness of international, regional and national security. Globalising forces and the existence of glocal governance processes mean that external interventions have become governance bridges with multifaceted implications at both the international and local levels. A unique implication of this state of affair is the increasing interest paid by states and international organisations in weak and failing states. Indeed, our globalised condition means that the international community has been led to intervene in areas where governance was such that it posed a threat to international peace and security. There has been an increasing interest in restoring governance and fostering ‘good governance’ or ‘good enough governance’. Interventions have taken place at the political and economic levels through the World Bank and IMF but in a large number of cases, interventions have focused on security and the reform of the security sector as means to achieve good governance and to deal with threats to peace and security. In this context, a number of scholars have turned their attention to the interplay between governance and security and security governance’ as a new area of concern. The term governance has been the subject of numerous critiques for being unclear and analytically useless. Likewise, the term security is essentially contested. As a result, the concept of security governance is still lacking a clear and consensual definition and remains a matter of debate. Based on an analysis of the concepts of governance and security, this book explores and defines what is commonly called security governance.

"Since the 9/11 terrorist attacks the United States has added to a significant national security apparatus to address gaps in intelligence and security agencies and better respond to a dynamic and increasingly complex international security environment. However, these changes did not necessarily result in better policy. As national security experts expressed dissatisfaction with the United States government's ability to develop comprehensive solutions, departments and agencies shifted focus toward a whole-of-government approach. While the military is just one institution among many in the national security establishment, much of the time it seems to dominate the solution. With subordination to civilian control a primary principle underlying beliefs about democratic governance, the concern about ensuring the military does what its political leaders ask of it is even more important as one considers an ever increasing capacity of the military to influence Executive Branch actions. Through the lens of civil-military relations, this paper seeks to understand the ways in which a whole-of-government approach might be influencing civil-military relations, potentially causing an unbalanced relationship where military influence undermines or even overrides civilian control. It proposes that changes in the international security environment, budget or policy goal orientations to national security, or the real-time information landscape without structural adjustments to national security institutions become underlying drivers of unbalanced civil-military relations. Using the case study of "Goldwater-Nichols Act"of 1986, the paper demonstrates how structural changes to national defense institutions sought to address changes in these variables and resulted in balanced civil-military relations. It then looks to today's environment to explain current civil-military relations and provide a few of the more prominent recommendations for reform existent in the public debate."--Abstract.
