The water industry is newly rising future blue ocean market as deprivation of water is becoming a serious problem. However, the competition around the water industry is also getting tougher in presence of global conglomerates, extension of material & part enterprises and the emergence of new companies dealing water. Numerous countries and enterprises are using strategies to strengthen their competitiveness by exporting complex solutions based on the water industry value chain.For instance, the Singapore government developed Hiflux, a new water major enterprise in a short time by establishing an integrated business cooperation structure where public institution and private companies handle everything from engineering design to administrative control. On the other hand, Japan is going through difficulties in developing its water industry as they have failed in establishing an independent cooperation system between local government in control of O&M and private companies, although they have a higher level of technology than Singapore.Korea has been increasing its investment in water industries through various plans like the “5-year Development Plan in Water industry” in 2007 and “Development Strategy in Water Industry” in 2010.In Korea, the base of developing the new industry in structure and policy is being set up through the “Water Industry Conference” in 2015 and promotion of water industry clusters.However, in order to develop new water major enterprises like Singapore, Korea needs to organize its own system that can draw out systematic relations of cooperation between public companies and private companies and strengthen its real competitiveness.
