La composante territoriale et patrimoniale de la maîtrise de l’énergie est peu développée car de nombreuses barrières – politiques, organisationnelles et financières - entravent la réalisation d’investissements dans l’efficacité énergétique. Malgré le fait qu’investir dans l’amélioration de l’efficacité énergétique de leur patrimoine bâti est une démarche rationnelle, ce type d’investissement est loin d’être systématiquement réalisé par les collectivités territoriales. Leur capacité d’investissement limitée, associée à leur perception du manque de capital disponible pour financer leurs projets, aboutit au « cercle vicieux du gaspillage énergétique ». Notre thèse a pour objet d’analyser les outils économiques et financiers permettant aux collectivités territoriales d’investir afin d’entrer dans le cercle vertueux de l’efficacité énergétique. Notre problématique est celle du financement des investissements dans l’efficacité énergétique au niveau local. Nous donnons une description très précise du fonctionnement de chacun des mécanismes financiers répertoriés. Nous illustrons leur mise en place au sein de municipalités européennes à travers de nombreuses études de cas. Nous formulons, au final, des recommandations en vue de leur large reproductibilité au sein des collectivités territoriales françaises.
