Maîtriser les impacts environnementaux des bâtiments devient une exigence inévitable pour les acteurs de la construction. En France, on parle de Haute Qualité Environnementale des bâtiments ou HQE®. L'intégration de ce concept dans le déroulement de l'acte de construire est un problème complexe, lié au cadre technique du bâtiment, au contexte économique du projet, mais aussi à la dimension humaine et opérationnelle du processus de construction. L'objet du travail présenté dans cette thèse est l'élaboration d'une méthodologie permettant de piloter des projets de construction de bâtiments HQE®. Cette méthodologie vise à intégrer la notion HQE®dans la phase de programmation des bâtiments et à suivre l'évolution de la qualité environnementale au cours de la conception. Adaptée à la pratique habituelle des acteurs, cette méthode s'articule autour du processus traditionnel de construction et de décision. La méthodologie de pilotage proposée exploite un modèle de pilotage de projet HQE® issu de la modélisation et de l'analyse, selon une approche intégrée Process-Produit, des activités et des données concernées par la qualité environnementale dans les phases de programmation et de conception des bâtiments.

School Construction Strategies for Universal Primary Education in Africa' examines the scope of the infrastructure challenge in Sub-Saharan Africa and the constraints to scaling up at an affordable cost. It assesses the experiences of African countries with school planning, school facility designs, and construction techniques, procurement and implementation arrangements over the past thirty years.
