Esta dissertação aborda o tema mineração e meio-ambiente analisando as ações institucionais e legais empreendidas no Estado de São Paulo na gestão ambiental das atividades de extração mineral, identificando seus órgão executores, seus instrumentos de implementação e apresentando uma avaliação dos resultados obtidos no licenciamento ambiental dessas atividades. Formula-se um quadro geral de referência sobre o tratamento institucional dado ao setor mineral. A caracterização específica do setor mineral do Estado de São Paulo indica a presença marcante de empreendimentos voltados à produção de bens minerais de uso imediato na construção civil, atividades consideradas como de apoio e sustentação ao desenvolvimento urbano. São caracterizados os principais bens minerais produzidos no estado, em termos de valores de produção, métodos de lavra empregados e impactos ambientais associados. O trabalho apresenta uma avaliação crítica da aplicação, pela Secretaria do Meio Ambiente do Estado dos principais instrumentos voltados ao licenciamento ambiental: o Plano de Recuperação da Área Degradada, o Relatório de Controle Ambiental e Plano de Controle Ambiental e o Estudo de Impacto Ambiental e respectivo Relatório de Impacto Ambiental. São avaliadas as principais Resoluções editadas no disciplinamento do desenvolvimento do setor, demonstrando a importância desses instrumentos, apesar de suas deficiências, para a melhoria do controle ambien.
