This monograph uses the latest archaeological results from Mongolia and the surrounding areas of Inner Asia to propose a novel understanding of nomadic statehood, political economy, and the nature of interaction with ancient China. In contrast to the common view of the Eurasian steppe as a dependent periphery of Old World centers, this work views Inner Asia as a locus of enormous influence on neighboring civilizations, primarily through the development and transmission of diverse organizational models, technologies, and socio-political traditions. This work explores the spatial management of political relationships within the pastoral nomadic setting during the first millennium BCE and argues that a culture of mobility, horse-based transport, and long-distance networking promoted a unique variant of statehood. Although states of the eastern steppe were geographically large and hierarchical, these polities also relied on techniques of distributed authority, multiple centers, flexible structures, and ceremonialism to accommodate a largely mobile and dispersed populace. This expertise in “spatial politics” set the stage early on for the expansionistic success of later Asian empires under the Mongols and Manchus. Inner Asia and the Spatial Politics of Empire brings a distinctly anthropological treatment to the prehistory of Mongolia and is the first major work to explore key issues in the archaeology of eastern Eurasia using a comparative framework. The monograph adds significantly to anthropological theory on interaction between states and outlying regions, the emergence of secondary complexity, and the growth of imperial traditions. Based on this approach, the window of Inner Asian prehistory offers a novel opportunity to investigate the varied ways that complex societies grow and the processes articulating adjacent societies in networks of mutual transformation.

From the 1790s until World War I, Western museums filled their shelves with art and antiquities from around the world. These objects are now widely regarded as stolen from their countries of origin, and demands for their repatriation grow louder by the day. In The Compensations of Plunder, Justin M. Jacobs brings to light the historical context of the exodus of cultural treasures from northwestern China. Based on a close analysis of previously neglected archives in English, French, and Chinese, Jacobs finds that many local elites in China acquiesced to the removal of art and antiquities abroad, understanding their trade as currency for a cosmopolitan elite. The Wakhan Quadrangle became an arena of colonial competition when four powers - Afghanistan, China, Great Britain and Russia - struggled for dominance in a remote mountain region where only scattered communities lived in a challenging environment - called the "Great Game". Prior to this, various international travellers had been sent out, commissioned to record routes, military details and strategic information for the respective parties in the contest. Among the explorers were so-called indigenous intermediaries who were trained in measuring geodetic parameters and who noted down their observations about the customs, culture and economy of the people. They were expected to be knowledgeable in terms of linguistic skills and cultural practices and were less likely than their colonial masters to arouse suspicion. Munshi Abdul Rahim was an explorer who was sent to Wakhan and Badakhshan in 1879-1880 by the first British Political Agent in Gilgit. His report, reprinted in facsimile, is the centerpiece of this book. It was written during a crucial period for Wakhan that resulted in the imperial division of the formerly independent principality into two parts and the flight and migration of a large share of its inhabitants. His account is preceded by an introduction to the "Great Game" and its implications for the Central Asian interface. Munshi Abdul Rahim's narrative serves to discuss the function of providers of 'political' and 'non-political' information, i.e. the distinction between exploration and espionage from colonial times to the present day. The comments and interpretations are embedded in archival research and fieldwork done by the author over 40 years.

Xinjiang and the Modern Chinese State views modern Chinese political history from the perspective of Han officials who were tasked with governing Xinjiang. This region, inhabited by Uighurs, Kazaks, Hui, Mongols, Kirgiz, and Tajiks, is also the last significant “colony” of the former Qing empire to remain under continuous Chinese rule throughout the twentieth century. By foregrounding the responses of Chinese and other imperial elites to the growing threat of national determination across Eurasia, Justin Jacobs argues for a reconceptualization of the modern Chinese state as a “national empire.” He shows how strategies for administering this region in the late Qing, Republican, and Communist eras were molded by, and shaped in response to, the rival platforms of ethnic difference characterized by Soviet and other geopolitical competitors across Inner and East Asia. This riveting narrative tracks Xinjiang political history through the Bolshevik revolution, the warlord years, Chinese civil war, and the large-scale Han immigration in the People’s Republic of China, as well as the efforts of the exiled Xinjiang government in Taiwan after 1949 to claim the loyalty of Xinjiang refugees.
