We built the book from a variety of sources and disciplines for use in research, teaching, and activism. We intend for the book to provide an introduction to gender quota policy and, thus, to the cross-national problem of women’s political inequality of voice. This book features the voice of the parliamentarians whose job it is to write, promote, and enforce the policies that help move society from gender inequality to gender equality. Nations with a Communist past have been underrepresented in the English-language scholarship on political representation and gender inequality. This sourcebook presents new and updated information about countries of the world whose women endure political inequality in everyday life yet whose specific plight over the last two decades has been little examined by Western scholars. Among other sources, this book includes, for the first time, an English language translation of the entire parliamentarian debate in Poland’s Sejm on the proposed gender quota law in 2010. This book was funded by the National Science Center, Poland (project number 2016/23 / B / HS6 / 03916).

In recent years, political parties and national legislatures in more than one hundred countries have adopted quotas for the selection of female candidates to political office. Despite the rapid international diffusion of these measures, most research has focused on single countries - or, at most, the presence of quotas within one world region. Consequently, explanations for the adoption and impact of gender quotas derived from one study often contradict with findings from other cases. Quotas for Women in Politics is the first book to address quotas as a global phenomenon to explain their spread and impact in diverse contexts around the world. It is organized around two sets of questions. First, why are quotas adopted? Which actors are involved in quota campaigns, and why do they support or oppose quota measures? Second, what effects do quotas have on existing patterns of political representation? Are these provisions sufficient for bringing more women into politics? Or, does their impact depend on other features of the broader political context? Synthesizing literature on quota policies, this book develops a framework for analyzing the spread of quota provisions and the reasons for variations in their effects. It then applies this framework to examine and compare campaigns for reserved seats in Pakistan and India, party quotas in Sweden and the United Kingdom, and legislative quotas in Argentina and France.

Gender quotas have been one of the most popular and effective mechanisms employed in elections and other contexts in Latin America. This volume begins with an introduction to gender quotas, including discussion of the types and merits of gender quotas, alternative approaches to the study of quotas, and their interactions with different kinds of electoral systems. Successive chapters examine the adoption of gender quotas and their impacts in the three largest South American countries by area—Argentina, Brazil, and Peru—at both national and subnational levels. Gender Equality on a Grand Tour. Politics and Institutions – the Nordic Council, Sweden, Lithuania and Russia explores the politics around the establishment, development and transformation of gender equality institutions in the Nordic countries (on the example of Sweden), in the former communist countries east of the Baltic Sea region (the example of Lithuania) and in the northwestern part of Russia. The authors analyze the interplay between the internationalization and Europeanization of gender equality on the one hand and national and local contexts on the other.
