This book argues that security and defense have never been true priorities in the European Union, and have constantly been marginalized by the elites since the Soviet Union collapsed and the Warsaw Pact disintegrated. Despite the official rhetoric, only a few tangible results can be presented concerning the operational readiness of European forces, and the EU’s inability to act was proven during the crises in the Balkans, NATO has experienced similar problems, as the majority of its members are EU countries. In this context, the book analyzes several aspects of EU security and defense, including: the EU – NATO relationship, common defense policy and strategy, common capability building, common understanding of strategic changes, common operational planning and centrally synchronized exercises based on operational planning, etc. The member states have helped to make EU/NATO effective organizations, but unfortunately their individual interests and priorities constitute real challenges. This aspect should be discussed and addressed by political and military elites, scholars, analysts, students and the general public alike.

What happens if we bet too heavily on unmanned systems, cyber warfare, and special operations in our defense? In today's U.S. defense policy debates, big land wars are out. Drones, cyber weapons, special forces, and space weapons are in. Accordingly, Pentagon budget cuts have honed in on the army and ground forces: this, after the long wars in Iraq and Afghanistan, seems like an appealing idea. No one really wants American boots on the ground in bloody conflicts abroad. But it is not so easy to simply declare an end to messy land wars. A survey of the world's trouble spots suggests that land warfare has more of a future than many now seem to believe. In The Future of Land Warfare, Michael O'Hanlon offers an analysis of the future of the world's ground forces: Where are large-scale conflicts or other catastrophes most plausible? Which of these could be important enough to require the option of a U.S. military response? And which of these could in turn demand significant numbers of American ground forces in their resolution? O'Hanlon is not predicting or advocating big American roles in such operations—only cautioning against overconfidence that we can and will avoid them. This book proposes that the European Union should craft a grand strategy to navigate the new world order based on a four-pronged approach. First, European decision-makers (both in Brussels and across EU capitals) should take a broader view of their existential interests at stake and devote greater time and resources to serving them within the wider cause of the liberal order. Second, Europe needs to help reinvigorate the West by restoring a sense of solidarity through fairer distribution of benefits and burdens. Third, it should develop separate strategies for parts of the world, such as Russia and China, where liberal values are not likely to be attainable in the foreseeable future yet order is still necessary.
