The objective of this study is to present a methodology by which long-term trends in actual industrial development can be identified. This would be applicable to a type of economic planning which recognizes that the economic system is constantly changing and that forces within the system continuously rationalize both the structure & the behaviour of the economy. The main purpose of the type of planning suggested by this report would be to identify ways the government could influence the rationalizing process of wealth production within the existing political-economic system. The report introduction presents an analogy in which the economy is likened to a living organism, discusses the dual nature of the economy, defines structural rationalization, and proposes a method for identifying (scanning) areas of poor rationalizing performance. The main section contains four research papers on the scanning process, focussing on the Manitoba manufacturing sector. Topics of the papers are: the structure of industry in Canada at the divisional level; trends in geographic concentration of manufacturing industries; the structure of manufacturing in Manitoba; and forecasting relative performance in manufacturers by province, with reference to Manitoba, using shift-share analysis and intersectoral flows analysis.
