This book focuses on the prospects now opening up for Franco-British co-operation in the fields of defence and security. Looking at the situation from the viewpoints of both Britain and France, it builds on the indications of a developing awareness within the two governments of the benefits to be derived from a closer partnership. The book argues forcefully that it is now time for both Britain and France to give up their long-standing attitude of mutual indifference or even rivalry, and to recognise openly the similarities and natural affinities that exist between them. Although the ways in which defence problems are discussed in the two countries do not always coincide, the solutions proposed are often alike: in other words, Paris and London have much more in common in their approaches to defence and security questions than is generally recognised. The solutions put forward are intended not only to increase co-operation between France and Britain, but also to lead to greater political and military cohesion among all the West European allies.

Analyzing changes in the role and place of NATO, European integration, and Franco-American relations in foreign policy discourse under Presidents Jacques Chirac and Nicolas Sarkozy, this book provides an original perspective on French foreign policy and its identity construction. The book employs a novel research design for the analysis of foreign policies, which can be used beyond the case of France, by combining the discourse theory of the Essex School with Interpretive Policy Analysis to examine political ideas and how they are organized into a foreign policy identity. On these grounds, the volume undertakes a comparative analysis of parliamentary and executive discourse of President Chirac’s failed attempt at NATO reintegration in the 1990s, Sarkozy’s successful attempt in the 2000s, and the Libyan War. Ostermann depicts French foreign policy and identity as turning away from the European Union, atlanticizing, and losing its American nemesis. As a result, France uses a much more pragmatic, de-unionized, and pro-American strategy to implement foreign policy objectives than before. This book is a comparative study which aims to answer the question: under what circumstances does the EU undertake military operations? Since 2003, the EU has carried out six military operations. What accounts for this historic development? The EU and Military Operations examines the dynamics behind the EU ́s collective use of force and situates the EU in the context of a global division of labour with regard to military crisis management. It centres on the study of two main cases of EU military operations: the non-case when an operation was planned in the Lebanon war 2006 but did not occur, and the positive case of EUFOR RD Congo that same year. Drawing upon these findings, the author creates an innovative analytical framework based upon the techniques of defence planning, and applies this to the cases studies with the purpose of identifying the main driving and inhibiting factors behind the operations. Key findings derived from this analysis include the growing importance of local actors in facilitating or impeding the EU ́s deployment of military force and the enhanced role of regional organisations as security providers. The book will be of much interest to students of European security, EU politics, strategic studies, humanitarian intervention, security studies and IR in general.
