En el presente trabajo de investigación se examinan las estrategias y normativas que se han aprobado para garantizar el ejercicio del derecho a la educación digital y cómo se refleja este derecho específicamente en la enseñanza superior a partir de un estudio de campo en las universidades públicas de la Comunidad Autónoma de Castilla y León. Con este propósito se determina el desarrollo que tiene este novedoso derecho a la educación digital en las regiones de Europa y Latinoamérica y dentro de estas haciendo un hincapié en España y México.
