Drawdowns are different from normal Security Assistance procedures, and very important tools for furthering U.S. foreign policy objectives. Key players in the drawdown process are the Country Program/Financial Directors, as well as other personnel within DSCA. A drawdown is one of the very unique times when the Commander-in-Chief, placing full trust and confidence in you, empowers you to effect a change in international relations. Although the drawdown of Department of Defense articles, services and training is generally coordinated through existing Security Assistance channels using the basic policies and guidelines already in-place, usually, time is of the essence. Drawdowns do not occur that often and as a result we fully recognize that you need help in wading through this sometimes-mysterious world. This handbook is a guide for you and other Defense Security Cooperation Agency (DSCA) personnel who become involved in the planning and execution of drawdowns. It is not intended to serve as a regulation, and consequently should not be construed as one.
