This report presents the results of the third and last task in the study of intact stability criteria for towing and fishing vessels. This third task was the analysis, development, and evaluation of intact stability criteria based on the model testing and analysis work done under tasks one and two. Criteria are proposed for the following operating conditions: towing (self-tripping and tow-tripping modes of capsizing), where water on deck is encountered, in following seas, and in wind. An analysis of the encounter of certain groups of waves is described. The proposed criteria are applied to 51 different towing and fishing vessels and the results are compared to existing practice. Recommendations are made for future research.
