Aceh has become best known in our times for its twin disasters—the worst earthquake and tsunami of modern times in December 2004, and a long-running separatist conflict that rent Indonesia for most of its independent history. Although this book emerged from the process of recovery from those traumas, it turns the spotlight on a more positive and neglected claim Aceh has on our attention, as the Southeast Asian maritime state that most successfully and creatively maintained its independent place in the world until 1874. Like Burma, Siam and Vietnam, all better protected by geography, Aceh has its own story to tell of a unique culture struggling for survival through the European colonial era. Unfortunately the sources for this story are scattered, since Aceh’s own records have not well survived the ravages of climate, civil war and eventual foreign conquest. To recover its cosmopolitan history an unparalleled range of sources and skills had to be brought together. Aceh’s central role in the creation of Malay literature out of Arabic, Persian, Indian and Indonesian elements had to be explored with reference to texts surviving in a dozen world libraries (Teuku Iskandar, Amirul Hadi). The rich archeological record, neglected through the long years of conflict, had again to be brought into play (Daniel Perret), and the extensive relations of the Aceh sultanate with the Ottoman Empire (Ismail Göksoy and Ismail Kadı, Andrew Peacock & Annabel Gallop), Portugal (Jorge Alves), England (Annabel Gallop), and the Netherlands (Sher Banu and Jean Taylor) had to be explored, chiefly in European archives by experts in these respective fields. The result of this combined work in this volume is the most comprehensive picture so far of sources for the history of Aceh.

Although at different stages of development, the countries of the Western Balkans—Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, and Serbia—face similar challenges in transforming and modernizing their agricultural food production (agri-food) sectors. Their rural sectors have lagged behind the rest of the economy in growth and poverty reduction, their agri-food sectors are undercapitalized and highly fragmented, and their agro-processing capacities limited. Agricultural trade deficits are widening, climate change is posing increasing risks to farm incomes, and low-cost imports and changing consumer preferences are further eroding competitiveness. Added to this scenario are the challenges and opportunities of adopting the EU 'acquis communautaire' relating to agriculture. Based on recent World Bank reports prepared in collaboration with the Food and Agriculture Organization of the United Nations and the European Commission Directorate General for Agriculture and Rural Development, 'The Changing Face of Rural Space: Agriculture and Rural Development in the Western Balkans' identifies what is constraining agricultural competitiveness in these countries, examines public expenditures in agriculture, and diagnoses key challenges for agricultural policy makers. The annual Asian Development Outlook provides a comprehensive economic analysis of 43 economies in developing Asia and the Pacific. On the basis of the Asian Development Bank's unique knowledge of the region, this 19th edition examines trends and prospects in Central Asia, East Asia, South Asia, Southeast Asia, and the Pacific, in the context of global economic movements. This year's ADO throws a spotlight on a variety of structural issues in developing Asia, discussing prospects over the next few decades which will depend on how the region responds and adapts to a constantly changing environment. Developing Asia's performance in 2006 was exceptional, with aggregate gross domestic product for the region growing at 8.3%, the fastest since 1995. Growth was aided by highly favorable external environment, benign domestic circumstances, good economic management, and the fruits of reform efforts. Remarkable growth in India and the People's Republic of China underpinned this regional expansion. Strong growth looks set for 2007 and 2008. Lower oil prices should help soothe inflationary pressures as might shows that those countries who have sustained fast growth in developing Asia have both successfully industrialized and expanded services. In most Asian countries, fostering both industry and services is the only viable development model. The following elements are crucial for this: investment that expands opportunities for productivity gains and provides infrastructure services that are vital for economies of scale and other benefits; institutions that lower risks and uncertainty any appreciation of regional currencies. Domestic tightening measures already taken in 2006 and followed up in 2007will help guide down both output growth and inflation. Macroeconomic stabilization, micro (second-generation) reforms, and structural rebalancing are the biggest challenges facing the region. To sustain growth, Asia needs to do better at creatingjobs. The chapter on growth amid change in developing Asia featured in this issue of the Asian Development Outlook for businesses; markets that support labor mobility; and institutions that provide social protection. A chapter on education and structural change, also included in this edition, examines links between education and changes in the structure of the economy.
