Such a view, while worthy of respectful consideration, is not altogether borne out by the investiga tions made and being made in this direc tion in both Europe and America. We al most know to a positive certainty now that at least 35 per cent. Of the ordinary type of feeble mindedness 1s due to normal heredity, while it is said fully 65 per cent of normal heredity obtains 1n low grade idiocy. It is a recognized fact in medicine that presence of distinctive signs of disease in but 60 or 70 per cent. Of all cases suffering from al most any disorder, makes the diagnosis of doubtful value, while in the field of causa tion of disease, even in a small group of absolutely negative findings as regards the particular cause, renders that specific cause not sufficiently determinative to speak of it as the main cause, much less the sole cause. For the condition of such persons no very satisfactory designation is available, the terms actually employed being all open to objection either because they are indefinite or because, being definite, they are inaccurate. "Degeneracy" implies the falling from a higher estate, whereas it is the failure to reach the normal one which is the more obvious characteristic. Amentia errs in the other direction. It suggests that the defect observed is entirely due to laggard development; a suggestion which, as will be seen later, is not particularly well founded. Moreover, the term "Amentia" is widely used to denote states of confusional insanity. "Mental Deficiency" is too comprehensive, while "Idiocy" and "Imbecility" are too restricted in their application. Nowhere does Binet's genius show more brilliantly than in this work. That he in the midst of a busy life and in addition to all his other work could have acquired so great a knowledge of mental defectives is amazing; the more so when we realize that it was first-hand knowledge gained from observation backed by keen perception, that perception that enabled him to see the truth with a quickness that makes the rest of us, still groping in the dark, question if it was truth Binet saw. But that it was truth we arc learning every day. After ten years of the Vineland laboratory' it is surprising to find how little wc have found that Binet had not already discovered. It is true we have found it independently and so it is confirmatory evidence. It is because our own experience has led us to the same conclusions, wherever we have studied the same points, that we have come to have such a profound regard for Binet that we feel like pronouncing this the most important and enlightening work on the real nature of the mental defective, that has ever appeared. The study of the language of the feeble-minded will also be found most illuminating in a region usually characterized by darkness. Engaged in the treatment or care ofthe feeble - mindd, have been exposed to the same dangers as the psychiatrists. It is one of the highest functions of this society, it is one of the things for which it stands foremost, for which it is most valuable, that it enables us to avoid these dangers. It brings to us all ideas, thoughts and suggestions from specialties not our own. It is evident that all divisions or departments of knowledge are connected with each other directly or indirectly. In some the connection is so close that their boundaries may be said to match or even to overlap. In other cases the connection is indirect and distant. Taking another point of view, some touch all along a given line so that one side of the science cannot be studied without a knowledge of the cognate sciences. While other sciences touch or approximate each other only at onc.or two points. Excerpt from Care of the Feeble-Minded and Insane in Texas, Vol. 16: November 5, 1914 Every state, to maintain the highest efficiency in its govern mental and social functions, must consider the nature of its citi zens. We are in the habit of dividing citizens into two classes based on their value to society or their amenableness to social custom and law, - desirable and undesirable citizens. The latter class comes in conflict with law and is generally considered a menace to good government. Scientific study and research today show us that this class is composed of two groups, the delinquent and criminal, or, properly speaking, the undesirable citizen, the class that has ideas and performs actions that are inimical to social health; and a second group composed of the mental and moral defectives and the defective - delinquent, the socially unfit through deprivation of desirable qualities and by inheritance of undesirable ones, from defective strains, and diseases. The criminal code, jails, prisons, and all forms of punishment are of no avail in dealing with the second group. They are not responsible individuals and any means suitable to the reformation of the adult human in society will fail of its purpose when applied to these mental and social defectives. The development of the juvenile court, the indeterminate sentence, the parole system, etc., are evidence of society's attempt to reform, and reclaim the border line cases between the classes above described. However, without special institutions, such as parental schools and schools for feeble minded, where special training by experts can be given, none of the defectives can be reclaimed and the large majority of this class can never be self-controlled or self-sustaining even after the best' training available. They must always depend on others for care and support. The insane, while socially unfit, are also sick. The immediate social problem here, when' once understood, is rel atively simple; yet from the standpoint of society the insane be long, during the continuance of the disease, in the second class, among the socially unfit and irresponsible.
