Until the 1990s social policy played an integrative role in Canada, providing a counter-narrative to claims that federalism and diversity undermine the potential of social policy. Today, however, the Canadian model is under strain, reflecting changes in both the welfare state and the immigration-citizenship-multiculturalism regime. Federalism and the Welfare State in a Multicultural World illustrates that there are clear trends that, if unchecked, may exacerbate rather than overcome important social cleavages. The editors argue that we are at a crucial moment to re-evaluate the role of social policy in a federal state and a multicultural society, and if federalism and diversity challenge traditional models of the nation-building function of social policy, they also open up new pathways for social policy to overcome social divisions. Complacency about, or naive celebration of, the Canadian model is unwarranted, but it is premature to conclude that the model is irredeemably broken, or that all the developments are centrifugal rather than centripetal. Social policy is integral to mitigating divisions of class, region, language, race, and ethnicity, and its underlying values of solidarity and risk-sharing also make it a critical mechanism for nation-building. Whether social policy actually accomplishes these goals is variable and contested. The essays in this volume provide some timely answers.

Substate nationalism is often studied as a question of political identity and cultural recognition. The same applies to the study of multinational federalism – it is mainly conceived as a tool for the accommodation of minority cultures and identities. Few works in political philosophy and political science pay attention to the fiscal and redistributive dimensions of substate nationalism and multinational federalism. Yet nationalist movements in Western countries make crucial claims about fiscal autonomy and the fair distribution of resources between national groups within the same state. In recent years, Scottish nationalists have demanded greater tax autonomy, Catalan and Flemish nationalists have viewed themselves as unfairly disadvantaged by centralized fiscal arrangements, and equalization payments and social transfers in Canada have exacerbated tensions within the federation. Renewing and expanding national infrastructure is critical to the wellbeing and productivity of Canadians and is one of the foremost challenges confronting our federal, provincial and municipal governments. Not only are the required investments dauntingly large for all three levels of government, but so too is the required level of intergovernmental cooperation if our goals are to be realized. The 2015 State of the Federation volume advances our understanding of these infrastructure challenges and identifies how best to resolve them. The contributors to the volume provide historical or international comparative perspectives and utilize legal, economic, or administrative approaches to examine the nature and magnitude of the so-called infrastructure deficit and the question of how best to finance the necessary investments. The possible roles played by deficits and debt are considered, together with options such as public-private partnerships and asset recycling, and a possible Aboriginal resource tax to finance the on-reserve infrastructure needs of First Nations. Considerable attention is also paid to pricing the use of infrastructure both to achieve efficiency in use and to avoid excess demand and an exaggerated perception of the required level of investment. Other contributors examine the infrastructure-investment-decision processes at the federal and provincial levels and consider the optimal allocation of responsibility for infrastructure investments among the different levels of government, and the related issue of the role of intergovernmental transfers to underwrite this allocation.
