Bangladesh is by no means a high emitter of carbon, but it is nevertheless one of the countries most critically affected. There is a significant risk of damage to lives and livelihoods due to climate change in the form of cyclones, flooding and storm surges, and slow-onset impacts such as droughts, sea level rises and river basin erosion. Moreover, Bangladeshis are especially vulnerable as a high proportion of people live in extreme poverty. This book assesses the impact of climate change in Bangladesh, and presents the findings of a three-year, in-depth study undertaken at village level in different districts of the country. It examines national policies, contrasting them with what is actually happening at village level. It outlines the impact of climate change on livelihood strategies and health, and focuses particularly on the impact on gender relations, showing that although women have a significant role to play in helping communities cope with the effects of climate change, cultural customs and practices often work against this. The book argues for, and puts forward policy proposals for, recognising women’s active contribution and supporting gender equality as a critical strategy in global adaptation to climate challenges.

The primacy of education in development agendas is unquestioned. With the gradual acknowledgement of the potential benefits that migration can hold for development, the relationship between migration and education is a growing area of research. Migration, Education and Socio-Economic Mobility explores how the decisions people make in terms of both their migration choices and educational investments, mediated as they are by gender, class, caste and nationality, can potentially contribute to earning incomes, building social and symbolic capital, or reshaping gender relations, all elements contributing to the process of economic and social mobility. Much of the existing literature examining the links between migration and education focuses either on the investment of migrant remittances in the education of their children back home or on ‘brain drain’ that refers to the migration of skilled workers from the developing to the developed world. Most of these discussions are firmly rooted in materialist arguments and while undeniably important, tend to underplay the social processes through which migration and education interact to shape people’s lives, identities and status in society. Along with economic security, people also aspire to social mobility and status enhancement. Across the global South, poor women’s lives are embedded in their social relationships and governed not just by formal institutions – rules that exist on paper – but by informal norms and practices. Village Ties takes the reader to Bangladesh, a country that has risen from the ashes of war, natural disaster, and decades of resource drain to become a development miracle. The book argues that grassroots women’s mobilization programs can empower women to challenge informal institutions when such programs are anti-oppression, deliberative, and embedded in their communities. Qayum dives into the work of Polli Shomaj (PS), a program of the development organization BRAC to show how the women of PS negotiate with state and society to alter the rules of the game, changing how poor people access resources including safety nets, the law, and governing spaces. These women create a complex and rapidly transforming world where multiple overlapping institutions exist – formal and informal, old and new, desirable and undesirable. In actively challenging power structures around them, these women defy stereotypes of poor Muslim women as backward, subservient, oppressed, and in need of saving.
