Doctoral Thesis / Dissertation from the year 2019 in the subject Politics - International Politics - Region: Africa, grade: 4.00 (very good), course: Governance and Regional Integration - Trade integration, language: English, abstract: This study investigated the determinants of intra-regional trade within the Common Market for Eastern and Southern Africa (COMESA) region, with a specific focus on export trade from the period 2000 to 2016 by utilizing panel data. The study used trade intensity index to measure the intensification of trade among member states and employed an augmented gravity model to identify factors affecting intra-COMESA trade flows using OLS, Random effect and Poisson Pseudo-Maximum Likelihood (PPML) estimators. The results from the Trade Intensity Index (TII) measure indicate that although the intra-COMESA trade remains low for most of the members, the intensity result appear to increase at slow rate at regional level. The analysis indicates that the trade strength of intra-COMESA exports increased from 11 percent in 2000 to 13.6 percent in 2016 at regional level. More specifically, Egypt and Kenya have expanded their export trade among other members of COMESA, while Libya has the smallest export trade share followed by Eretria. The results from gravity model showed that other factors remaining constant, export trade flows within COMESA region are significantly influenced by Regional Trade Agreement (RTA), distance between members, adjacency, land lockedness, common language, electoral democracy, economic size, population size and overlapping memberships at different magnitude for each variable. Using PPML the estimation result shows that distance, economic size of the importer and adjacency of members are the most significant variables explaining export volume among members. Regional integration has been seen in Africa as a means of encouraging trade and securing economies of scale. This paper examines in detail the prospects and challenges for trade expansion in the two most prominent arrangements in eastern and southern Africa: the Common Market for Eastern and Southern Africa (COMESA) and the Southern African Development Community (SADC). It finds that possibilities of growth in intraregional trade may be limited, but that the two arrangements offer opportunities for member countries to gain policy credibility for trade reforms and tariff liberalization and to address structural weaknesses. In this regard, the negotiation of the Economic Partnership Agreements with the European Union can also have a significant impact.

The preferential trade agreement of Common Market of Eastern and Southern Africa (COMESA) was formed in 1982 with the objective of achieving deeper integration. In 1994 COMESA member states agreed to form a free trade agreement. The free trade agreement came into effect after nine member states ratified it. In 2004, Rwanda and Burundi joined the free trade agreement and increased the membership size to 11. In 2009 COMESA was transformed into a customs union. The purpose of the article is to analyse how formation of the COMESA customs union affects the current state of multiplicity of membership in Southern and Eastern African countries. The article argues that multiplicity of membership hinders deeper integration. Based on the assumption that deeper regional integration can play a role in the development project of Eastern and Southern African countries, the article tries to make a cursory review of the overlap of membership among COMESA, Southern African Development Community (SADC), Southern African Customs Union (SACU) and East African Community (EAC) states. It tries to draw policy choices of the way forward to end the multiplicity of membership. The analysis of this article is based on the percentile of each member state's rate of export. It is not a percentile of the total regional exports. Not all COMESA member states have been analysed in this article. The article mainly focuses on those COMESA member states that treat COMESA as their main trading block in Africa and that also have multiple memberships in SADC, SACU and EAC.
