This report assesses implementation, knowledge, understanding, and use of the National Record of Achievement (NRA) in all sectors in Scotland in 1995. The report also seeks to identify problem areas and examples of good practice and make recommendations for the future development and promotion of the NRA in Scotland. The NRA is a United Kingdom-wide initiative intended to provide a common format for summarizing an individual's overall achievements in education, training, and throughout life, and to provide a standard presentational style. Questionnaires were sent to all secondary, independent, and special schools and institutions of further and higher education in Scotland. Smaller samples of employers, training providers, careers service personnel, and school leavers were contacted for input. The report includes an executive summary and 13 chapters. Chapters include: (1) "Introduction"; (2) "Aims and Methodology"; (3) "Key Points from Initial Information Gathering"; (4) "Survey of Directors of Education"; (5) "Survey of Schools"; (6) "The Views of Young People"; (7) "The Views of Careers Service Staff"; (8) "Survey of Employers and Training Providers"; (9) "Survey of Further and Higher Education Institutions"; (10) "Case-Studies of Schools"; (11) "Good Practices and the NRA"; (12) "Issues Arising from the Findings"; and (13) "Recommendations." Since 1969, the National Assessment of Educational Progress (NAEP) has been providing policymakers, educators, and the public with reports on academic performance and progress of the nation's students. The assessment is given periodically in a variety of subjects: mathematics, reading, writing, science, the arts, civics, economics, geography, U.S. history, and technology and engineering literacy. NAEP is given to representative samples of students across the U.S. to assess the educational progress of the nation as a whole. Since 1992, NAEP results have been reported in relation to three achievement levels: basic, proficient, and advanced. However, the use of achievement levels has provoked controversy and disagreement, and evaluators have identified numerous concerns. This publication evaluates the NAEP student achievement levels in reading and mathematics in grades 4, 8, and 12 to determine whether the achievement levels are reasonable, reliable, valid, and informative to the public, and recommends ways that the setting and use of achievement levels can be improved.
