Despite the broad attention given to the ecological benefits of these programs, far less attention has been focused on their social impacts and benefits. To achieve the desired environmental objectives laid out within these programs, natural resource agencies must work to maintain high levels of satisfaction and participation among private landowners. The purpose of the study was to examine the attitudes and motivations of participants enrolled in one of three cost-share programs in Mississippi and compare those with the views of natural resource professionals throughout the state regarding landowner attitudes and motivations. Overall, landowners had positive views of their program experiences and the views of natural resource professionals coincided largely with those of landowners.

The Wildlife Habitat Incentives Program (WHIP) is a conservation program originally authorized in section 387 of the Federal Agricultural Improvement and Reform Act of 1996. WHIP is a cost share assistance program aimed at incentivizing landowners to develop private land into protected wildlife habitat. Updated as of May 29, 2018 Section 2602 of the Food, Conservation, and Energy Act of 2008 (2008 Act) amended the Wildlife Habitat Incentive Program (WHIP) by: Narrowing the program's applicability to private agricultural lands, nonindustrial private forestland, and Indian land; identifying habitat on pivot corners and irregular areas as "other types of wildlife habitat" eligible for cost-share; increasing, from 15 to 25, the percentage of funds that may be used for agreements that have a term of at least 15 years; providing the Secretary of the United States Department of Agriculture (USDA) authority to give priority to projects that would address issues raised by State, regional, and national conservation initiatives; and instituting an annual $50,000 in direct or indirect aggregate payment limitations per person or legal entity. The Natural Resources Conservation Service (NRCS), an agency of USDA, issues this interim final rule with request for comment to incorporate statutory changes resulting from the 2008 Act authorization. The Agency is also using this rule to simplify the regulation and make administrative changes to improve program efficiency. Cost-share agreements entered into on or following January 16, 2009 will be administered according to this interim final rule. "This review looks at the Nation's legal, institutional, and economic capacity to promote forest conservation and sustainable resource management. It focuses on 20 indicators of Criterion Seven of the so-called Montreal Process and involves an extensive search and synthesis of information from a variety of sources. It identifies ways to fill information gaps and improve the usefulness of several indicators. It concludes that there is substantial information about the application of such capacities, although that application is widely dispersed among agencies and private interests; which in turn has led to differing interpretations of the indicators.
