This thesis examines the current financial management processes in place at Naval Air Warfare Center Aircraft Division (NAWCAD) and the impact an implementation of an Enterprise Resource Planning (ERP) system would have on these processes. The Department of the Navy is committed to bringing current best business practices within its organizational structure in order to meet reduced budget guidelines. NAWCAD has embraced the best practices principle by changing their structure to a Competency Aligned Organization (CAO). Currently, an ERP implementation is under consideration as another means to applying a current business practice that will make NAWCAD a more efficient and effective organization. The objective of this thesis was to evaluate the financial management processes and how ERP would affect them. Research on ERP definition and implementation in the private and public sector was conducted. Interviews with NAWCAD financial management managers and analysts were used to compare and contrast the current processes in place with those processes that would be developed as the result of implementing ERP. This thesis is part one of a two- part study. Part one provides the necessary background for a follow-up study that will examine the financial management system used by NAWCAD after ERP is implemented.

This thesis was developed in response to Naval Air Warfare Aircraft Division (NAWCAD) management's desire to explore alternative overhead allocation practices in order to better understand their organization's cost relationships and more equitably charge their customers. The Defense Reform initiative challenges Department of Defense organizations to adopt those business practices that American industry has successfully used to become leaner and more flexible. The objective of this thesis was to evaluate the overhead allocation practices of five private sector organizations for the potential improvement of overhead allocation practices in Navy Working Capital Fund activities. Interviews with private sector managers were used to develop a process schematic that represents the common overhead allocation practices in the private sector organizations. The process schematic was then used to compare and contrast the overhead allocation practices in the private sector with the allocation practices currently used in NWCF activities. Finally, the allocation schematic was used to describe an overhead allocation method for NAWCAD based on private sector practice. This study found that a proposal by NAWCAD managers to reform their overhead allocation method should result in more equitable customer billing. Potential exists to improve Navy allocation practices by moving even closer to private sector practice.

This research looks at the financial transactions that occurred within United States Naval Air Systems Command (NAVAIR) between fiscal years 2012-2016. It analyzes over 180 thousand transactions with a total value in excess of 146 billion dollars. NAVAIR uses the Navy Enterprise Resource Planning (ERP) system to process its financial transactions and, since its implementation, there has been an increase in the overall number of transactions. As a result, there is an effort underway to reduce the number of transactions. This research provides insights into NAVAIR business practices, develops a metric with which to gauge efficiency and benchmark performance, and provides a few simple linear regression equations to determine adherence to the newly established benchmarks. We conclude that 55% of NAVAIR financial transactions are intergovernmental and that they are responsible for 80% of all transactions requiring amendments. We were also able to determine that the number of line items on a purchase request grows by 39% for intergovernmental transactions when requiring amendments. These findings indicate that intergovernmental transactions are easy to amend. Therefore, we recommend placing more purchase request line items on a single purchase request and working to reduce the number of intergovernmental transactions requiring amendments. I. This thesis provides a review and evaluation of the Navy's implementation of the Federal Manager's Financial Integrity Act. Topics considered include: internal control in the Federal Government; overview of the internal control evaluation system; the Department of the Navy's internal control program including Navy implementation problems; and Navy solutions and shortcomings to the implementation problems. The research consisted of interviews with Naval activities on implementation problems and solutions and a review of relevant General Accounting Office audits and other relevant instructions and studies. The conclusion was reached that the Navy has made fair progress in implementing the Act but further action is required. Recommended actions include increasing Navy efforts to incorporate the internal control process into the overall management process, reducing the paperwork burden and gaining line manager support of the process in order to evolve the Navy's system into a more effective program.
