This new study revisits the work of the late Ernst Haas, assessing his relevance for contemporary European integration and its disparities. With his seminal book, The Uniting of Europe Haas laid the foundations for one of the most prominent paradigms of European integration – neofunctionalism. He engaged in inductive reasoning to theorize the dynamics of the European integration process that led from the Treaty of Paris in 1951 to the Treaty of Rome in 1957. The Treaty of Rome set the constitutional framework for a Common Market. Today, a second Treaty of Rome may lay the foundation for a European Constitution that embeds the Common Market in a European polity. Unfortunately, Haas will not be able to witness this path-breaking step in the development of a European political community, which he so aptly theorized almost five decades ago. This is all the more regrettable since students of European integration are more than ever challenged to tackle a major empirical puzzle: After 50 years of European integration, the member states managed to adopt a single currency and to develop common policies and institutions on justice and home affairs. The integration of foreign policy and defence, by contrast, is still lagging behind. This text delivers sharp insights into these issues. This book is a follow-up to the ETUI 2012 volume 'The triumph of failed ideas'. The focus of the book is the weight attributed to the different economic and social development paths in ten individual EU countries, and their interaction with the austerity regime established at EU level which in fact is deepening the crisis rather than paving ways out of it. The most dangerous implication of this policy approach is, according to this study, that it is driving countries apart - misleadingly in the name of 'Europe', hence the title of the book 'divisive integration'. The main message of the book is that a gradual recovery is possible only if there is a change of course in individual countries that then triggers reactions in the policies of other countries and perturbations at the EU level. However, these changes in individual countries is no longer feasible without a green light or at least toleration from the level of the European institutions.

Diese Studie analysiert die Hintergrunde dieses regionalen Phanomens oder so genannten "Ostsee-Ratsels" auf Basis eines Vergleichs zwischen den Regionalpolitiken zweier staatlicher Schlusselakteure, Schweden und Finnland, wobei der europaische Integrationsprozess als ubergeordneter Bezugsrahmen fur die Untersuchung dient. In the course of the 1990s, a variety of regional initiatives and associations emerged in the Baltic Sea Region. As a result, today, the region features an extremely high concentration of regionalist structures, which add up to a tight network of cooperative arrangements that all label themselves as Baltic'. The present study looks closely at this specific regional phenomenon, the 'Baltic Sea Conundrum', by employing a comparative approach. Looking at the cases of Sweden and Finland, their political performance as both regional stakeholders and members of the EU, it is sought to show how in recent years regional agendas have intersected with European issues and vice versa.
