Volume 3 of the series Perspectives on youth focuses on “healthy Europe”, not just in the narrow sense, but in the broader sense of what it is like to be young in a Europe faced with conflict and austerity, and what it feels like to be young as transitions become ever more challenging. The assumption when planning this issue was that health in this broader sense remains a controversial area within youth policy, where the points of departure of policy makers, on the one hand, and young people themselves on the other are often dramatically different; in fact, young people tend to interpret the dominating discourse as limiting, patronising, maybe even offensive. The question of health brings the old tensions between protection and participation as well as agency and structure to the forefront. Not all questions are addressed in detail but many are touched upon. It is, intentionally, an eclectic mix of contributions, to provide a diversity of argumentation and to promote reflection and debate. As has been the intention of Perspectives on youth throughout, we have sought to solicit and elicit the views of academics, policy makers and practitioners, presenting theoretical, empirical and hypothetical assertions and analysis. Perspectives on youth is published by the partnership between the European Union and the Council of Europe in the field of youth in co-operation with, and with support from, four countries: Belgium, Finland, France and Germany. Its purpose is to keep the dialogue on key problems of child and youth policies on a solid foundation in terms of content, expertise and politics. The series aims to act as a forum for information, discussion, reflection and dialogue on European developments and trends in the field of youth policy, youth research and youth work while promoting a policy and youth work practice that is based on knowledge and participatory principles. The editorial team of this volume is composed of 12 members representing the supporting countries, the Pool of European Youth Researchers (PEYR), the co-ordinator of the youth policy reviews of the Council of Europe, the EU-Council of Europe youth partnership and the co‐ordinator of the editorial team.

Making Peace: Confidence and Security in a New Europe is an insider's account of how that agreement was negotiated within the framework of the Conference on Security and Cooperation in Europe (CSCE). The book provides the first detailed account of talks in Madrid, which started in fall of 1979 and ended September 1983 resulting in the mandate for the Stockholm negotiations, lasting from January 1984 until September 1986. U. S. Ambassador Lynn Marvin Hansen and Ambassador Oleg Grinevsky, who was the head of the Soviet Delegation to the CSCE, detail how each country perceived the negotiations. Diplomats representing the sixteen countries of NATO and the nine members of the (now defunct) Warsaw Treaty Organization as well as all the neutral and non-aligned nations of Europe were involved. Grinevsky is the main character in the prolonged and difficult negotiations. Hansen is the principle U.S. military negotiator. Germany's Ambassador Klaus Citron also played a significant role because of the importance of an agreement to Germany's future. Author Bio: After the success of the Stockholm Conference, Ambassadors Grinevsky and Hansen found a way to overcome the distance between them to write Making Peace. Both authors later participated in the Vienna negotiations on reducing conventional armed forces in Europe (CFE). Grinevsky then served as Russian Ambassador to Sweden. Hansen retired from the government in 2001. He has been married to his wife, Faith, for over 49 years.

This volume examines in detail the major proposals for confidence- and security-building measures that were made at the Conference on Disarmament in Europe (CDE) held in Stockholm during 1984-86. The CDE produced an historic agreement which included the first provision ever negotiated for on-site inspection on demand. Focusing on major proposals made by NATO, the Warsaw Pact, and the neutral and non-aligned nations, the author also evaluates the effects, if adopted, these measures would have in the real world. Providing a unique insider's account of positions taken, he lets the reader draw conclusions about the actual goals of each of the participating groups--reduction of military tensions or propaganda. This book gives the reader an insider's view of a major international security negotiation and unique insight into the positions of participating nations. Some view the act of reaching agreement as the most significant aspect of the Stockholm Conference. According to this author, it is in fact the content of the CDE agreement that matters. Following a brief review of the background to the CDE, Krehbiel concentrates on a detailed analysis of the major proposals in the areas of notification, information, observation, constraints, and verification. The final two chapters evaluate the resulting agreement, its strengths and weaknesses, and its potential to accomplish CDE goals. The book concludes with a brief assessment of its implementation.
