Establishment of convertible currencies is one of the chief goals of economic reform in Eastern Europe and the Soviet Union. However, convertibility relates closely to the entirety of a country's reform strategy and there are a number of possible paths to its achievement. This study analyzes the issue in the Eastern European context, reviews the history of efforts elsewhere to achieve convertibility and recommends preferred courses of action. In particular, it considers the relative merits of "shock" programmes, including immediate national declarations of convertibility and the more gradual approach adopted by the Western European nations (via regional institutions), and Japan after World War II.

"This book provides an intellectual biography of Robert Triffin. Triffin (1911-1993) played a key role in the international monetary debates in the postwar period. He became famous with trenchant analyses of the vulnerabilities of the international monetary system (the Triffin dilemma), predicting the end of the Bretton Woods system. Triffin was a child of the interwar period, marked by the Great Depression and the rise of fascism. He became not only an eminent academic but also an influential policy advisor. In the mid-1940s he worked at the Federal Reserve, participating in several monetary reform missions in Latin America. Thereafter, Triffin played an important role in the creation of the European Payments Union. In his later academic life, Triffin put forward proposals for reforming the international monetary system. But because he doubted that they would come to fruition, he also developed plans for regional monetary integration, particularly in Europe, where he became the monetary advisor of Jean Monnet. With proposals for a European Reserve Fund and a European currency unit, he became one of the intellectual fathers of Europe's monetary union. Throughout his life Triffin remained faithful to the ideals of his youth. The young Triffin was indignant about the Versailles Treaty, while the old Triffin fulminated against the Vietnam war. With original archival documents and interviews from the US and Europe, Michelle Frasher brings the reader into the negotiating room with American, German, and French officials as they confronted the collapse of the Bretton Woods monetary system and made decisions that affected the course of European integration and the contemporary neoliberal order. She identifies crisis as the catalyst for change in international monetary policies, but argues that the causes of crisis originated from a multitude of factors such as market speculation, American hegemony, institutional flaws, and ideational conflicts among the leaders themselves. Far from a planned and consensual process, this book shows that the transformation to neoliberalism was riddled with discord and fret with trial and error. She argues that the resulting currency regime allowed governments to entrench themselves in national interests and facilitated the "marketization" of the state, where states have became both clients and participants in the financialized global economy—to the detriment of international stability. Frasher’s is the first work to connect the 1960s and 1970s to the difficulties of inter-state and inter-market cooperation that have plagued the system in the last decades, and it puts the 2008 debacle into historical perspective.
