In June 1967 the Canadian National Commission for Unesco and the Université de Moncton jointly sponsored an international seminar on bilingualism. Although 1967 was Canada's centennial year, the seminar was concerned only incidentally with bilingualism in Canada. Instead, bilingualism was considered as the essential element in communication between language irrespective of national boundaries. Participants included linguists, psychologists, and sociologists. The report shows that the interdisciplinary discussions carried on at Moncton were fruitful; that significant questions about bilingualism were raised and an improvement in communication between specialists from different traditions, languages, and cultures were effected. This volumes makes a valuable contribution toward establishing a general theory of bilingualism.

It begins with contributions on 17th-century rationalist ideas and practical grammar writing, and then covers a great variety of 18th and 19th century topics from Western grammars of Chinese to Saussure’s remarks on semiology of the years 1881–1891. The notes taken by Saussure's student Emile Constantin were not available to the editors of the published Cours de linguistique générale (1916), and came to light only after the second world war. They have never been published in their entirety.The third and last course of lectures, of which Constantin kept this very full record, is generally considered to represent a more advanced version of Saussure's teaching than the earlier two. It is clear that Constantin's notebooks offer a text which differs in a number of significant respects from the Cours published by Saussure's original editors, and bring forward ideas which do not emerge in the 1916 publication.
