Within the framework of the European Commission's Falcone programme, a study of the organisation of the fight against corruption in the Member States and candidate countries of the European Union was established by Ghent University. The results of the study can be found in this book, which provides a comparative analysis of anti-corruption arrangements across 24 European States. In addition to this it includes the full texts as provided by the experts selected to contribute both to the volume itself and the accompanying two-day meeting in Ghent, Belgium. The collection and publication of these reports supports one of the two central aims of the project: to assist in furthering mutual knowledge and understanding of the legal frameworks and organisations that are tasked with the fight against corruption across the European Union and candidate countries. This collection also reflects the second central aim of the project which was to assist in the formation of a wide network of people involved in anti-corruption efforts. For this reason the provided texts have come from a broad spectrum of interested agencies and individuals. Subsequently, they provide a broader picture of corruption in the 24 countries than might otherwise be expected. Accordingly, this four part volume begins with a brief introduction in which the aims, context, methodology and questionnaire are covered. Part two provides a comparative analysis of the reports, bolstered by the findings of the meeting. Part three contains the collected reports and can be used by practitioners and others interested in the anti-corruption arrangements of the various European Union Member States and candidate countries. The fourth and final part of this volume is a concluding statement in which the recommendations of the final meeting are suggested for consideration.

Le respect de l’éthique dans la prise de décision nécessite de faire appel au bon sens et d’être judicieux dans son jugement. Cependant, les entreprises qui diffèrent les unes des autres, selon la forme juridique (EPA, EPNA, SA, SARL…), la taille (individuelle, très petite, petite et moyenne, grande ou méga entreprise), ou encore selon le secteur d’activité (primaire, secondaire ou tertiaire), ne limitent pas leurs respects de l’éthique dans l’exercice de leurs tâches à l’adoption de chartes de bonne conduite. Leurs droits et obligations et ceux du propriétaire et/ou du chef d’entreprise vis-à-vis de ses partenaires sont définis par le Code du Commerce. Les rapports des salariés avec l’entreprise sont regroupés au terme du Code du Travail. En tant que personne morale, l’entreprise doit, également, obéir aux mêmes dispositions que celles prévues pour l’ensemble des citoyens, à travers les règles du Code Civil. Le chef d’entreprise est en conséquence pénalement responsable de tout manquement aux dispositions qui réglementent le travail et les relations dans l’entreprise… Le présent travail se propose, dans une approche interdisciplinaire d’examiner le croisement entre les divers aspects de l’organisation, de l’information et de l’éthique. Il se consacrera à l’entreprise en tant que système ouvert, à la définition de son évolution, à la détermination de ses caractéristiques comme unité économique et organisationnelle complexe (chap. 1). L’interaction entre information et communication dans l’entreprise (chap. 2) et la hiérarchie des concepts d’éthique et de déontologie seront traitées (chap. 3), puis sera reproduite la charte de conduite et de la déontologie professionnelle anti-corruption en Tunisie (chap. 4). Outre les quelques propositions d’éléments de réflexion pour une déontologie professionnelle, nous achèverons notre travail par souligner l’importance des valeurs d’éthique et de déontologie dans les bibliothèques dans un contexte marqué par la diversité des usages de l’information par référence au code d’éthique pour les bibliothécaires et les autres professionnel (le) s de l’information élaboré par la Fédération internationale des associations de bibliothécaires et des bibliothèques (chap. 5).
