A partir del comienzo de la actual crisis económica se ha generado una amplia literatura coyuntural que ha tendido a limitar su atención a los impactos negativos de las reformas puestas en marcha en nombre de los imperativos de la austeridad sobre los sistemas de bienestar social. La lógica de la última oleada de reformas no es, sin embargo, novedosa en el plano cualitativo: la crisis simplemente ha brindado cobertura legitimadora para exacerbar la inflexión reguladora iniciada en el contexto de la erosión y el agotamiento del modelo fordista-keynesiano y afianzada a lo largo de las últimas tres décadas en todos los países occidentales. Este libro propone una aproximación retrospectiva a la evolución del Estado social en los dos ciclos de su desarrollo contemporáneo y toma como objeto privilegiado de estudio el conjunto de programas que reflejan más claramente el vínculo entre el empleo y los derechos sociales.
