The proposed action is to close Mather Air Force Base, located near Sacramento, California. This action would involve relocation of the Undergraduate Navigational Training Unit (UNT) at Castle AFB, located near Merced, McClellan AFB, located in Sacramento, California. Alternatives to the action are relocating the UNT to Randolph AFB, located near San Antonio, Texas, relocating the 940th AREFG to Beale AFB, located 25 miles north of Sacramento, and keeping the 940th AREFG at Mather as a tenant at a private airport. The last alternative was not evaluated because no proposal for development of a private airport currently exists. Significant issues identified for the propose and alternative actions were socioeconomics, noise, safety, hazardous wastes, air quality, and ecology. These issues were addressed for each base. With the exception of Mather AFB, all significant impacts are associated with increased noise levels. Only the major impacts are discussed here.

The proposed action evaluated in this environmental impact statement (EIS) is the closure of Mather Air Force Base (AFB), California. The closure results from the recommendations of the Defense Secretary's Commission on Base Realignment and Closure, from legislative requirements in the Base Closure and Realignment Act, and from U.S. Air Force plans to enhance mission readiness and national security. Primarily, the closure of Mather AFB will entail relocating the 323rd Flying Training Wing (FTW) to Beale AFB, California: deactivating all remaining Mather AFB support units as appropriate; and excessing base property. No construction or demolition activities are planned as part of the proposed action. The following areas of environmental impact were identified during the scoping process for Mather AFB closure: noise, energy use, air quality, solid and liquid waste disposal, transportation, land use, ecology, and socioeconomics. For these impact areas, the implementation and residual environmental consequences of the proposed action are described and analyzed, and mitigative measures are given.

This statement assesses the potential environmental impacts from closure of Mather AFB, located near Sacramento, California. Closure would significantly reduce on-base activity and associated environmental impacts. Air emissions, wastewater effluents, and solids wastes generated would be substantially reduced from current levels and would result in beneficial impacts to the environment. Because Mather AFB's contribution to Sacramento County totals for these parameters is minor, the beneficial effects are also expected to be minor. Effects on ecological resources are expected to be minimal with mitigation as planned. The most significant impact from closure would be a reduction of about 90% in the area within the 65 dB noise contour reflecting full operation of Mather AFB, which could result in land use changes. This environmental assessment presents an analysis of the environmental impacts associated with removal of personnel and equipment related to B-52 operations from Mather AFB. This assessment deals only with those issues that may experience direct impacts as a result of the proposed action. Because the action is a withdrawal rather than an expansion or construction project, the impacts are limited to the following areas; noise, air quality, solid and liquid wastes, air safety, and socioeconomics. Because no construction or demolition is planned, this action would not affect soils, hydrology, ecological resources, or land use. An archeological survey of the base conducted in 1985 found no evidence of any historic or prehistoric sites. As part of a separate Air Force action, Mather AFB is scheduled for closure by July 1993, as recommended by the Base Realignment and Closure Commission. The proposed withdrawal of the 320th BMW is not dependent on closure of Mather AFB.
