The Strategic Defense Initiative Organization (SDIO) and its proponents (the U.S. Army and U.S. Air Force) plan to conduct Demonstration/Validation tests of the six technologies to demonstrate their respective ability to perform their required tasks, and to validate the requirements to determine their feasibility for a future decision on whether to proceed with Full-Scale Development. Demonstration/Validation tests would be conducted at 14 government facilities across the United States and the Republic of the Marshall Islands, and at contractor facilities. Tests would include analyses, simulations, component/assembly tests, and flight tests. This document summarizes the findings expressed in the six Environmental Assessments for Demonstration/Validation testing of the individual technologies, and analyzes the potential cumulative environmental consequences of testing of multiple technologies at a given facility. In the event that any other technology is ready for entry into Demonstration/Validation at a later date, an Environmental Assessment will be prepared for that technology and this summary will be updated.

The Alternate Air Launched Ballistic Target (AltAir) Short Range Flight Test Demonstration program proposes to demonstrate an air launch target delivery system using standard cargo aircraft. If proven technically feasible, AltAir may provide for a highly flexible short range (less than or equal to 500 kilometers (km)) target system facilitating multi-shot engagements with high azimuth variability and mobile extended test areas, such as broad ocean areas. The Demonstration program consists of four individual tests. The first three are demonstration drops (no rocket motor ignition) over land at the Naval Air Warfare Center, Weapons Division (NAWCWPNS), China Lake site to verify parachute extraction and aircraft, missile and parachute dynamics. One of the three is a backup. The fourth test will be a live launch over water on the NAWCWPNS Point Mugu/Sea Test Range and will demonstrate all mission critical elements. The analysis of the potential environmental impact of each test is being conducted on a range-specific basis. This Environmental Assessment (EA) will be limited to addressing only the live launch at Point Mugu. This EA presents the environmental analysis in support of a Finding Of No Significant Impact (FONSI) or further environmental document as appropriate. The analysis appears herein even though the project activities on the Range far offshore are exempt from the National Environmental Policy Act, because they are outside the 12 mile limit of United States of America (U.S.) territory. The activities are exempt (upon the issuance of a FONSI) from Executive Order 11214, which addresses environmental requirements and documentation of U.S. international actions. Executive Order 11214 applies when impacts are determined to be significant. A separate programmatic analysis of AltAir's potential application within the Theater Missile Defense test program is also planned.

The purpose of the Laser Test Facility (LTF) is to test laser hardware in an integrated manner. The LTF would be a unique facility designed to meet the testing and technology requirements of laser systems similar to the Readiness Demonstrator developed under the Zenith Star contract as well as other potential laser systems. The LTF is needed because no existing test facility has the required combination of capabilities, such as the management of a high energy, large cross-section beam, that would allow this scale of demonstration testing. The general facility would consist of a Performance Test Chamber Complex (approximately 6 hectares (15 acres) with a 4-hectare (10 acre) construction lay down area) surrounded by a 1.2-kilometer (0.75 mile) radius safety zone and an Integration and Test Complex (approximately 10 hectares (25 acres)) located outside the safety zone. The four alternative locations under consideration for development of the LTF are Cape Canaveral Air Station, Florida; Kennedy Space Center, Florida; Redstone Arsenal, Alabama; and Stennis Space Center, Mississippi.

This report describes the effort during the first 12 months of an 18-month study to determine the adequacy of the environmental profiles of MIL-STD-781, 'Reliability Tests: Exponential Distribution, ' and provide recommendations for their improvement. The environmental and failure history of a sample of 95 avionic WRAs served as the vehicle for this evaluation. Environmental data during demonstration testing and actual field exposure for each WRA was collected, analyzed, and compared. Test failure history and field failure experience have been reviewed and reliability measures for each have been determined. New reliability predictions is accordnance with the coordination copy of MIL-HDBK-217B have been performed. Preliminary comparisons of lab-field reliability differences with environmental differences indicate that temperature rate of change, vibration method, and the length of exposure to vibration during testing are significant factors. It was also found that groundrules and failure scoring criteria have a strong impact on reliability differences. (Author).
