Since the mid 20th century, English language expansion has been exponential in terms of both L1and L2 speakers; it has permeated societies everywhere, and is predominantly used worldwide in all sectors of life and knowledge. This has, of course, led to a global movement in education and curriculum change, as societies struggle to implement education policies that will lead their people to build competence in English. In this context, the present work attempts to look into language education policies that have been undertaken in the four countries under study: Ghana, Pakistan, Rwanda and Singapore. Languages of Instruction for African Emancipation is a collection of case studies from seven African countries poses questions such as: What alternatives are there for educational language policies towards African emancipation? What efforts have governments made to change the language policy in favour of African languages and how far have they succeeded? What challenges do African learners face when it comes to current language of instruction policies? The authors reject a language education policy that neglects the multilingualism existing in Africa; that reinforces patterns of privilege that existed in the colonial era, further entrenching the schism between the elite and the masses. They give short shrift to the 'new' justification of the unjustifiable status accorded to English in Africa as the language of globalisation, suggesting that it is not relevant to the vast majority of African lives and their human development. The sum of thoughts presented suggests that the answer to the language question provides the key to development challenges and further emancipation of the African peoples, which, it is argued, is at the same time a question that will determine whether Africa will remain a recognisable and distinctive cultural component of humanity or whether Africans will cease to exist culturally as Africans.

This book calls for critical adaptations when theories of bilingual education, based on practices in the North, are applied to the countries of the global South. For example, it challenges the assumption that transitional models necessarily lead to language shift and cultural assimilation. Taking an ethnographically-based narrative on the purpose and value of bilingual education in Mozambique as a starting point, it shows how, in certain contexts, even a transitional model may strengthen the vitality of local languages and associated cultures, instead of weakening them. Based on policy analysis and empirical data, this book examines the problematic consequences of colonial legacies of language policies and English language education in the multilingual contexts of the Global South. Using a postcolonial lens, the volume explores the raciolinguistics of language hierarchies that results in students from low-income backgrounds losing their mother tongues without acquiring academic fluency in English. Using findings from five major research projects, the book analyzes the specific context of India, where ambiguous language policies have led to uneasy tensions between the colonial language of English, national and state languages, and students’ linguistic diversity is mistaken for cognitive deficits when English is the medium of instruction in schools.
