For each country, the authors review the current situation in the domestic power sector, adopt a GIS-based approach to plot renewable energy resources potential, and review currently planned projects and projects under development, as well as the key domestic renewables regulations. Based on such information, least-cost 100% electrification scenarios by 2030 are then modelled and comparative results over the required capacity additions and investment are reported and discussed. The authors also inquire into some of the key technological, economic, policy, cooperation, and financing challenges to the development of a portfolio of renewables to promote energy access in a sustainable way, including a discussion of the challenges and opportunities that might stem from the interaction between local RE potential and natural gas resources currently under development in the region. To conclude, policy recommendations based on the book’s results and targeted at international cooperation and development institutions, local policymakers, and private stakeholders in the region are elaborated.

Access to modern energy is central in addressing the major global challenges of the 21st century, including poverty, climate change and famine. However large parts of the world, especially in Sub-Saharan Africa (SSA) have poor or no access to modern energy. Victoria Nalule argues that SSA countries have many common energy challenges which could be tackled with collective efforts through regional cooperation. By means of a legal and comparative analysis and a seven-step framework, the book explores the current regional mechanisms employed in Africa to address the challenge of energy poverty and access and whether they are effective in tackling the challenge of energy access, including regional energy infrastructure and regional energy regulations. Chapters discuss the evolution of regionalism in SSA and the role of regional cooperation in the development of renewable energy as a means of confronting both energy access and climate change. Specifically the nexus between energy access, renewable energy and climate change is covered as well as the potential of fossil fuels in addressing energy poverty. This book provides information on the distribution of the available energy resources throughout the continent and how it is linked to the development of individual states. Africa is considered one of the poorest continents in the world, mainly because its development has historically depended on imported resources including technical expertise. This view and its associated resource management strategy are based on the perception that Africa lacks sufficient energy resources to drive its development agenda. Analyses of individual countries’ energy potentials, exploitation levels and distribution mechanisms are provided with a view to identifying additional factors that are stifling Africa’s economic development. One critical factor is the relationship between available energy resources and the energy mixes chosen by different states, and how these can be exploited to produce the right blend of energy for various applications such as industrial, transport, domestic, and recreational uses. The authors provide an in-depth analysis of the advantages and disadvantages of different energy sources in terms of their environmental, industrialization and distribution costs, impacts, and the development options best suited for improving Africa’s economic situation. This analysis is based on the assertion that Africa is indeed blessed with abundant energy resources, which have not been effectively exploited. The book not only reviews Africa’s energy situation in general, but also reveals that, while there are certainly circumstances peculiar to individual countries, the similarities, especially within Sub-Saharan African countries, outweigh the differences. That being said, the challenges and available opportunities in each country should be viewed with due consideration given to the prevailing national resource management environment.
