This thesis explores the question of the links between woodfuel use and deforestation in rural Ghana. Using two villages (Chamba and Nsuta) in the two main vegetation zones in Ghana--savannah and forests regions--as case studies, the central issues of access to, and use of wood as energy, either in the basic form, or in the processed form as charcoal and how these are linked to forest depletion and environmental degradation are explored. Whilst factors as such as high population growth rate, poverty, inappropriate agricultural policies and practices and logging are important in the debate over deforestation, the exploitation of wood for domestic energy stands out as the main destroyer of forests in Ghana. The author is of the conviction that unless immediate steps are taken to remedy the situation, Ghana, and indeed most of Sub-Sahara Africa are headed for a real environmental and energy crisis. Based on field research, the author makes some specific recommendations including the introduction and promotion of more fuel-efficient stoves, the promotion of a tree planting culture, the establishment of village woodlots, rural electrification and involving rural people in the management of established woodlots. These recommendations emphasise the protection and expansion of existing forests as against advocating the introduction of more sophisticated energy alternatives because, realistically, most rural households cannot afford these alternatives. The key, therefore, to ensuring a steady supply of household energy is to focus on protecting and expanding Ghana's forests.

Natural gas is considered one of the ultimate fuel for power generation and domestic consumption in the 21st Century due to its attractive environmental qualities. Due to this, the government of Ghana introduced a subsidized cylinder policy in the early 1990s to encourage the consumption of natural gas instead of charcoal and prevent deforestation. In addition, after the electricity reforms, policy makers initiated moves towards the construction of gas-fired thermal plants to augment the rain-fed power generation. Despite these policy interventions, Ghana has one of the highest rate of deforestation in the world. Again, over the past two decades, the country has experiences major load shedding and inconsistent power supply. The question is, what has been the effect of existing regulatory frameworks and policies on natural gas utilization in Ghana? Since Ghana requires investment in the gas and electricity sector to boost power supply, this study examines the existing frameworks and policies on natural gas and also provide recommendations for effective gas supply and utilization.

This working paper presents the preliminary outcomes of a project that FAO has been conducting in a collaborative effort with IEA Bioenergy and with the financial support of GIZ, to promote “International dialogues on Forest Landscape Restoration and wood energy” worldwide. It focuses on the outcomes of three dialogues organized in Sub Saharan Africa (SSA) at International (Global Landscape Forum Accra 2019) and at National level (in Togo and Ghana) on “Wood Energy and FLR”. The three events, whose organization and implementation benefited from the active contribution of various teams of work within FAO (e.g. GBEP, FFF, Forestry Department) and with other international organizations (e.g. IRENA, GIZ), brought together relevant stakeholders of the two realms, raised their awareness on the activities currently on-going on the same thematic area and spatial context, and created a network among them to enable synergies, thus accelerating the achievement of common goals (e.g. SDGs, NDCs). The dialogue approach proved extremely constructive and efficient. It provided Togo and Ghana with a cross-cutting analysis of their wood energy and FLR sectors, which resulted in tailor-made suggestions and targeted take home messages, ready to be incorporated in their wood energy- and climate-related strategies (e.g. NDCs), which are currently in the process of being reviewed/updated. We strongly hope that this work will encourage other SSA countries, primarily the ones that have committed to the AFR100 initiative, to replicate this experience, thus setting a more structured and solid basis for the development of sustainable FLR-modern bioenergy integrated systems.

Recovering energy from waste offers dual benefits – a) improved waste management, and b) provision of reliable energy to households, institutions and commercial entities. In this report, we present a socioeconomic assessment of three energy business models (briquette manufacturing, on-site (public toilet) energy generation, and agro-waste electricity generation) based on feasibility studies carried out in the city of Kampala, Uganda. We assess the potential economic, environmental and social impacts of waste-to-energy business models taking into consideration a life cycle of emissions to provide decision makers with the overall costs and benefits of the models to society versus a business-as-usual scenario.
