This document presents an overview and synthesis of the involvement of employers' and employers' organizations in the development of vocational training policy in Europe. Material was gathered through the personal experience of the author and from interviews with those responsible for vocational training in various employers' professional organizations, universities, and government structures. The report is organized in three parts. The first part covers employers' involvement in community institutions of the European Community. Organizations profiled include the Standing Committee on Employment, the Advisory Committee on Vocational Training, the European Coal and Steel Community Consultative Committee, the European Social Fund, the Economic and Social Committee, the Tripartite Conferences, and the European Centre for the Development of Vocational Training. Pat II examines the role of employers' participation in international institutions beyond the European Community: the Organization for Economic Cooperation and Development, the International Labour Organization, the Council of Europe, and the Union of Industries of the European Community and the Employers' Liaison Committee. Part III looks at employers' participation in vocational training policy development in the various sectors of the economy, such as in agriculture, in metal industries, in the construction sector, and in the services sector.
