In March 2018, representatives of member countries of the African Union signed the African Continental Free Trade Area (AfCFTA) agreement. This agreement provides a framework for trade liberalization in goods and services and is expected to eventually cover all African countries. Using a multi-country, multi-sector general equilibrium model based on Costinot and Rodriguez-Clare (2014), we estimate the welfare effects of the AfCFTA for 45 countries in Africa. Three different model specifications—comprising both perfect competition and monopolistic competition—are used. Simulations include full elimination of import tariffs and partial but substantial reduction in non-tariff barriers (NTBs). Results reveal significant potential welfare gains from trade liberalization in Africa. As intra-regional import tariffs in the continent are already low, the bulk of these gains come from lowering NTBs. Overall gains for the continent are broadly similar under the three model specifications used, with considerable variation of potential welfare gains across countries in all model structures.

The purpose of this note is to highlight the key findings of an assessment of non-tariff measures (NTMs) on goods trade in the East African Community (EAC), and identify priorities for a second stage of work focused on practical steps toward reducing and eliminating these NTMs. This synthesis report is prepared in response to EAC's request for a phased technical assistance from the World Bank. Its objectives are to choose NTMs with high impact on inter-member trade out of the range of NTMs identified in the region; improve the understanding of their persistence over time; and, devise practicable implementation plans for their 'removal.' In concrete steps towards establishing a free trade area (FTA), the EAC has already made remarkable progress on reducing eliminating tariffs on traded goods since 2005. The remaining internal tariff walls are to be eliminated by 2010. There is increasing need for the kind of analysis requested by EAC where the regional economic community (REC) wide internal trade liberalization has allowed considerable reduction/elimination of tariffs, but would be offset by NTMs. This, in turn would significantly delay the establishment of the EAC common market.

Cost of Non-Europe Reports identify the possibilities for economic or other gains and/or the realisation of a {OCLCbr#D0}‘public good{OCLCbr#D0}’ through common action at EU level in specific policy areas and sectors. This Cost of Non-Europe Report seeks to analyse the costs for citizens, businesses and relevant stake-holders of remaining gaps and barriers in the European Single Market, building on and updating the 1988 Cecchini Report, which quantified its potential benefits. This particular study - the first in a series - uses an econometric model to estimate the potential benefits of removing existing barriers to foreign direct investment and non-tariff trade barriers within the European Union. The removal of existing trade barriers could boost total intra-EU merchandise exports up to 7 per cent in the long-term. These effects will vary by Member State, and by sector of the internal market.
