Resumen: Debido a los avances y modernización de los sistemas de fondos y cooperativas, que se hacen día a día más numerosos y competitivos, el "Fondo de Empleados para la asistencia social De La Universidad Tecnológica de Pereira" (FASUT) decide realizar un cambio y organización al interior de la institución, como es la elaboración del manual de descripción de cargos, procedimientos y diagrama de procesos con el fin de optimizar sus procesos dentro de un mejoramiento continuo que le permita hacerse más competitivo y brindar una mejor prestación del servicio. Reorganización que dará inicio con la recolección de información para identificar la situación que requiere mejora, como es precisamente la falta de claridad en las funciones a realizar en cada uno de los cargos existentes dentro de la organización. Para lo cual se propone la elaboración de un "manual de descripción de cargos y funciones con sus respectivos procedimientos y diagrama procesos. La elaboración de este manual se hace, porque a través de él se buscara mejorar el entorno laboral equilibrando la carga de trabajo, especificando funciones y haciendo más eficaz el desempeño de los empleados al interior de la organización, y como es apenas lógico, logrando un mejoramiento continuo en la prestación de los servicios, haciéndose de esta forma una organización más sólida y competitiva. Este proyecto es un primer acercamiento a un sistema de normalización, documentación y control de los procesos internos de la organización.

Tomando en cuenta lo anterior se ha preparado el presente manual de descripción de cargos en el cual se toman cada uno de los procesos principales de la división tales como Solicitud de Viáticos, solicitud de caja menor, solicitud de diligencia de secuestre, solicitud de nómina de transporte y se desglosan ampliamente identificando para cada uno de ellos su respectivo objetivo, alcance, responsables del proceso, proveedores, entradas, salidas, clientes, actividades del proceso y el flujo representado en un diagrama continuo para dar una visión general del recorrido de los documentos; de igual manera se encuentran los procesos de apoyo en los cuales se identifica el objetivo, el resultado esperado, los límites (punto inicial y punto final), entre otros datos que hacen que el manual alcance la funcionalidad esperada, la cual tiene que ver con permitir que todas las tareas y los procedimientos ejecutados al interior de la división mencionada tengan información documentada acerca de cual es su alcance, a cargo de quien está la responsabilidad y dentro del equipo con quien se debe trabajar estrechamente, en fin brindar a la persona interesada la información detallada de lo que en determinado momento será su responsabi.
